BIOGRAPHICAL HIGHLIGHTS

Records about Havaid’s early life are sparse; he appears to have been born into a working class family on Rator III in the mid 2330s and received a public primary and secondary education. In 2355 he applied for and won a scholarship to the University of Rator Prime, no doubt a significant windfall for the family. Just two years later that same scholarship was terminated when Havaid was convicted of dealing illicit substances on campus. After dropping out of school, Havaid disappears from the public record until 2373, when he registers ownership of SS Adeodatus, a Ketrel-class runabout, with the Empire. In the senator’s telling, at the time he was the first officer aboard a Ferengi freighter and won his ship in a card game by staking cargo that didn’t belong to him.

In the years that followed, Havaid appears to have worked as a smuggler running Romulan ale across the Federation border. The senator now refers to this business as “youthful indiscretion”, always with a rueful smile. Although some have leveled accusations of more serious infractions committed during this period, none have been able to back up these claims with proof as yet. The reality is that records from the pre-Hobus era are spotty and incomplete.

In 2387, during the crisis on Romulus, Adeodatus was among the civilian craft that responded to the state of emergency and evacuated Romulans from the planet. Approximately 370 survivors owe their lives to Havaid's timely intervention. For several years after the disaster, Havaid ran supplies to Romulan refugee settlements, operating at cost.

Later, in 2391, the Imperial government re-formed on Havaid’s homeworld of Rator III, and Havaid returned to participate in the project of civic reconstruction. By 2395, he had built himself a thriving trade network centered on the new Imperial capital and enjoyed the fruits of several government contracts. Havaid’s net worth grew considerably in this period.

This run of good fortune ended in 2409, when the Tal Shiar accused him of disloyalty and seized his assets. Havaid managed to escape aboard Adeodatus, but was pursued by warships and would have been killed if not for the intervention of Republic Naval forces responding to his distress call. Havaid followed the Republic ships back to the flotilla, where he showed his appreciation by undertaking supply runs for the fleet. By 2410, Havaid had petitioned for Republic citizenship and purchased a home on Mol’Rihan, investing in infrastructure and development of the new capital world.

In 2412, Havaid stood for election to his district’s senate seat and won handily with 61% of the vote. Popular and charismatic, Havaid was a darling of the press from the start and has wielded his media presence expertly throughout his time in politics. In contrast to the many legacy military officers and politicians filling the ranks of the senate, Havaid positions himself as a fresh face, unencumbered by the failings of the past, a man of the people for a new era of Romulan prosperity. He is staunchly pro-Romulan, deeply suspicious of entanglement with the Federation, openly hostile to reunification with the Vulcans and cautiously optimistic about the future reconciliation of all Romulans under one banner.

Since 2416, Havaid has served as the ranking minority member of the Senate Foreign Affairs Committee. From this position, he has made it his mission to check the naïve integrationist policies of the majority and ensure that Romulan interests are protected above all other considerations. He has demonstrated a particular interest in the JSI detachment operating out of Starfleet’s Deep Space 13, being a test case for broader political and military cooperation which many consider highly successful. He has frequently used the misfortunes of the JSI, such as the Halcyon Countermeasure, the liberation of Ch’aehkla, and the destruction of DS13, as political ammunition to make his case that the initiative should be terminated.
