Ministers, greetings from the United Federation of Planets.

Approximately 24 hours ago, one of our starships encountered a Xedi vessel traveling in Federation space. It claimed to be on a diplomatic mission, but refused to comply with Starfleet's lawful request for their destination. Further, the Xedi vessel maintained a defensive posture and opened fire on Starfleet while communications were ongoing. As a result of this hostility, we were forced to deny passage and escort the vessel to our border nearest Isep Xedi.

The Federation is more than happy to receive your delegation or to guarantee safe passage for diplomatic vessels crossing our space bound for other destinations. It is unfortunate that we must issue this reminder that such a courtesy is extended in the interest of friendship. Just as we would not violate Xedi sovereignty, we expect the same considerations in return. All vessels operating within Federation borders are subject to Federation law and the standards of interstellar diplomacy. Vessels are expected to comply with reasonable requests from Federation authorities for the duration of their stays. Hostile or threatening behavior will leave us no choice but to see the offending forced expelled from Federation space.

The Federation respectfully requests a discussion of the cited incident, in the interest of preventing future misunderstandings. It is our sincere hope that matter need not negatively impact the amiable relationship between our peoples.

I am at your disposal to discuss the situation and our relations, specifically or in general. I look forward to receiving your communication or delegation.

To the United Federaton of Planets, Greeting,

It is most unfortunate that our first official communique from you, Ambassador is one that comes from such an incident. I have newly received my position as taking the lead in foreign affairs, and I look forward to being your liaison between the Federation and the Xedi people.

However, I must begin by offering my most sincere apologies. This incident of which you speak is wholly unknown to me. We have not engaged in any diplomatic missions aside from with your people, as the Romulan Republic seemed uninterested in pursuing diplomatic relations with us, and no other people have contacted us, as yet. This is the first I've heard of any mission entering your space, and I do hope you believe me that we would, of course, contact you prior to any diplomatic contact, and we would, most certainly, inform you before traveling through your space towards other destinations.

My only conclusion is that either your people were mistaken that they were dealing with Xedi entirely. That is something that I highly doubt, considering your superior technology, so I am forced to conclude that there are Xedi who are attempting to travel in your space without informing the Council. You have my most sincere apologies on that account.

It is unfortunate that centuries of our peaceable culture have been disrupted by the advent of warp travel and the discovery of other species, but change, while welcome, brings disruption. It is my hope, that with your help, we can assuage any concerns the people of the Xedi might have and put an end to any difficulties. A close eye on your borders would be appreciated, and on our end, we will ensure that any persons attempting to cross unannounced will be dealt with.

Minister Korvid,

I appreciate your prompt response. It is admittedly both a relief and somewhat troubling to learn that this was not a sanctioned encounter. To elaborate on the situation, not only did Starfleet recognize the vessel as originating from your system, but the occupants self-identified as Xedi via comms. Some anomalies were detected with the vessel, however; namely, the vessel was equipped with weapons and defensive technology we believe to be foreign to your system.

We will, of course, oblige your request to more closely monitor our border. If you require any additional assistance investigating the matter, please do not hesitate to ask.
