BACKGROUND Starfleet conducted preliminary talks with Chief Executive Barassom, establishing an agreement in principle to the trade of Federation warp drive technology in exchange for equitable market access and anti-piracy intelligence reporting.

SUMMARY A formal agreement has been signed and is now in effect. The Federation will provide warp technology to Kacam in exchange for a one year civilian free trade agreement and regular updates on local piracy.


DETAILS The United Federation of Planets and Kacam Corporate Authority acknowledge each other as sovereign entities and agree to conduct interstellar relations in a manner befitting that status. Both governments further agree to abide by any current or future agreements or treaties signed in that capacity.

Upon signing, the United Federation of Planets will deliver to Kacam the means and expertise to outfit newly constructed starships with warp drives. This includes the delivery of a predetermined quantity of non-local necessary materials (ie. dilithium crystals, as specified in Appendix B). Imparting necessary expertise will be accomplished in three phases:

  • Phase One will involve a detachment of Starfleet engineering personnel assigned to a Kacam shipyard facility to actively assist in the construction and integration of warp drive propulsion systems on five starships.

  • Phase Two will involve a limited detachment of Starfleet engineering personnel assigned to a Kacam shipyard facility in a technical advisory role during the construction of fifteen warp-capable starships.

  • Phase Three will conclude the material deliveries for warp-capable starship construction by Kacam shipyard facilities without the aid of on-site Starfleet personnel.

Upon signing, the Kacam Corporate Authority will establish a procedure for regular contact with UFP Starfleet:

  • Kacam will provide Starfleet with intelligence reports regarding piracy and other activity as specified in Appendix D which is observed or encountered by Kacam or its naval force.

The United Federation of Planets and Kacam Corporate Authority further enter into an agreement for the facilitation of free trade for a period of one standard year from the date of signing. During this time, neither government will deny citizens of the other reasonable access to trade markets, nor may any new duties or tariffs be imposed unilaterally. OPPORTUNITIES The Federation’s primary benefit from this treaty is further support of an independent Kacam. The diplomatic recognition alone provides a measure of stability to the region, but the real win is in Kacam’s obligation to maintain semi-open borders with the Federation for the purpose of allowing free trade. This provision is durable and should survive Kacam’s re-entry into the Confederacy of Azed, should that come to pass, potentially compromising the Confederacy’s typical insular policies.

Regardless of Kacam’s political status, and notwithstanding the agreed-upon intelligence sharing, the provisions of civilian access and the placement of Starfleet personnel in a Kacam shipyard both provide avenues for intelligence gathering. While we were unable to secure an agreement to notify Starfleet directly upon contact with the Confederacy, the ongoing level of physical access afforded should make such notification unnecessary.

CAUTIONS The treaty includes incredibly steep penalties for failure to adhere to its terms. While Kacam would need to take deliberate malicious actions to violate its obligations, due to the Federation’s more regimented requirements we assume virtually all of the risk. In the event of a violation, Kacam would be entitled to compensation for projected ten-year losses as determined by a third-party assessor. The very nature of such a projection favors Kacam and could result in a considerable financial burden.

There is an argument to be made that if the Federation chooses to violate the treaty, then we could consider the penalty clause to be nullified as well. Taking this approach for any reason short of the outbreak of hostilities, however, would represent a grave diplomatic insult and jeopardize the Federation’s standing with other regional governments.
