In addition to my Budget Builds, best way to increase your combat efficiency is to learn how to keybind.
Keybinding (at least related to STO) is a process where you assign bridge officer (BOFF) skills and other abilities (but primarily BOFF skills) in a way that they can be activated in a row by pressing (once or multiple times) one or a limited amount of keyboard keys (spam that space key!).
There is a keybinding option available in game, but I prefer a third party program called STO Keybind, that can be downloaded here. Instructions of how to setup the keybinds are available via youtube links on the site, or from the Help Video option in the application itself.
