I'm requesting a detached duty assignment as well as some additional resources, all of which I'll outline below.
A constant theme involving the Confederacy of Azed has been our lack of information. While we have been able to gather some information piecemeal due to an eclectic mix of sources, missions, and circumstances; the pace of this information gathering has been glacier. In the near two years we've been in contact with them we know little beyond a basic political structure, general history, and broad religious overview. We have almost no information on the species that used to be part of the confederacy or other species in that region of space. Our current methods of gathering intelligence are not working.
You know as well as I that knowledge of all facets of the Confederacy is vital to further diplomatic progress or military maneuvers should that eventuality occur. We just do not know enough about them. However, I believe a method of expanding our knowledge has been among us for quite some time. A civilian trader by the name of Seres Avlin (Dossier attached) has been conducting trade on Deep Space 13 for months. Her vessel operates as far as the Itrin sector, possibly beyond. Additionally, she is native to this region of space. Her reputation is that of a trouble-maker who frequently skirts Federation legal codes, and often is on the wrong side of that line. During such an encounter on the station last night a connection with a former member of the confederacy was discovered. Seres was willing to share what she knew, and she mentioned species that I have never heard of with such casual indifference to assume common knowledge. Her salvage operations put her into contact with dozens of potential information sources, from cuisine to computer files.
I wish to embed myself among the crew and use these artifacts to expand our knowledge on these species. This is not an undercover assignment, but rather what I hope will be a mutually beneficial arrangement. Seres and her crew rely on salvage. They trade what they find to make profit, so the majority of her time is likely spent searching for sites to salvage. Our warbirds have been crisscrossing this region of space for months taking detailed sensor logs of as much space as we can scan. We are not looking for salvage. I propose offering this sensor data to her (Post necessary redaction, of course) as a means of securing a spot on the vessel. I would have the right to examine and hold salvage so we may properly analyze it, after which she may sell it as she normally would. The sensor data should lead to increased efficiency of her operation and we would begin to build a deeper picture of the Confederacy and other local species.
