The Commander performed as expected for a Commanding Officer for this assignment. It is important to note the high level nature of the assignment when reading this report.

The Commander made careful decisions throughout, from appointing an Acting First Officer (the Chief Engineer, chosen because of his intimate knowledge of the ship, vital for this mission), to working alongside allies (another Starfleet vessel, a Romulan vessel, and an allied Cardassian Vessel). The Commander delegated responsibility, took risks when necessary to complete mission, but at no point risked the lives of her crew.

It is this officer’s opinion that the Commander has shown the qualities that elevate her from simply First Officer, to Commanding Officer level.
