To Whom It May Concern:
As you are undoubtedly aware, Bastet Commerical Enterprises lately sponsored an auction, on Risa, that was administered by one Seres Avlin. At this auction were presented for sale, as you are again certainly aware, numerous items belonging to Starfleet personnel, including Starfleet property. These items were not misplaced by the Starfleet personnel: they were stolen, in some cases from locked quarters, meaning attendant charges of breaking and entering.
Although at this time Risian Federation Security has decided not to pursue charges against Seres, Starfleet security remains skeptical of her innocence in this affair. It is entirely possible that Starfleet may pursue separate charges related to the theft of Starfleet property. Should that be the case, your company and its administration could be considered accessories to the theft as the sponsors of the event in which the stolen property was offered for sale, and by whom the thief was employed.
I remind you that being involved in criminal activity will result in immediate termination of any and all Federation and Starfleet contracts, not limited to but certainly including any physical operations and lease-holds. Moreover, on a more local level, this matter may well affect the approval of any operations and leaseholds on Deep Space 13, which are granted at the pleasure of the station commander, and which may be suspended or cancelled without notice at any time.
In closing I urge you to provide us with whatever information you may have regarding this affair or Seres Avlin, and I likewise encourage you to cooperate with Starfleet Security so that your commercial operations may continue unfettered.
