ALCON,
Ships operating in the Alpha 7190 and Keterre Sectors may encounter vessels from a group called the “United Planetary Federation”. The UPF view Starfleet and the Federation in a poor light. As we are working to initiate talks with the group and work towards a more amenable relationship, I would like to take this opportunity to remind all Captains that when they are out there, they are acting as ambassadors for the Federation and their actions reflect on our institution as such.
When Captains fail to act in a way that reflects well on the Federation, we have issues. I do not need to remind you all of the difficulties we now face in the Doza sector due to poor diplomatic showings.
