It seems as though you are again without a first officer. You no doubt have a long (but hopefully short) list of candidates, but allow me to put one more into the mix.
Commander Sera Valore seems to have been recently promoted. She has worked in the Office of the Admiralty for a long time, and has also served on board the Pegasus for a time. She has previously worked in logistics. Her service to the 38th fleet is well documented.
I believe her skillset would prove invaluable to you as an executive officer of the starbase.
