Please see attached the construction order and schematic dated 90538 (Jul 2413), authorized by Captain Coby Morton, Commanding DS13, following sign-off by Commander Alan Vargas, Chief of Operations DS13 and Kirlan Esahr, Project Engineer. You will find in the audit log that this file has been unmodified since the installation of the fireplace and that no order exists on file from any future commander overriding this addendum to the station's official schematic.
Please also reference station maintenance records, dated 91247, 92156, 93218, 94015, in which a routine inspection was performed on the diplomatic lounge including the fireplace structure. Authorization was provided by Chiefs of Operations Helstone, Dantes, Caspius, and Hanson. Completion reports were submitted by Chief Engineers T'irin, Brot'la, Sivath, and Sivath. Upon completion, reports were received by station commanders Perim, Perim, Freeman, and Thiessen.
For your review, I've also attached a log of two station records searches, both dated 95078, which show that there are no orders on file calling for the removal of the fireplace structure in question, and that there are no orders on file calling for the removal of the fireplace structure schematic from the station's baseline condition, as originally amended in 2413.
In anticipation of your longstanding personal objection to the presence of this amenity, I've also attached two additional relevant documents. The Embassy Services Division of the Federation Diplomatic Corps conducts ongoing quality of service reviews in which diplomats and other non-affiliated personnel are asked to fill out a survey some time after passing through a monitored facility such as our diplomatic lounge. I have highlighted the review of comments section in which 62% of responses from 2413-2417 included compliments on the live fireplace. I've also highlighted the report's note showing that 75% of 2417 responses noted the fireplace's removal or conversion and expressed negative feedback.
Finally, see the attached log of maintenance incidents for the wall segment in question and combustion/exhaust systems. Please take note that with the exception of damage caused by unrelated external incidents (ie. the 2416 embassy bombing), there has
never been a safety or maintenance issue related to the fireplace or its associated systems.
Once you've taken the time to read the references detailed above, I believe you'll reach the same reasonable conclusions as I did. As demonstrated, the mechanism has a long history of safe operation and there is no empirical evidence suggesting that the mechanism is a safety hazard. Without safety concerns, there is nothing detracting from the measured positive effect recorded by the presence of the fireplace. Further, it was designed, authorized, constructed, and maintained, with the knowledge and consent of every single previous station commander, chief of operations, and chief engineer. Its removal, apparently some time in 2417, was not recorded in the station's log and appears to have been completed without the knowledge of the Operations Department. Therefore I posit that the removal itself was an unauthorized modification that has had a clear negative impact.
The standing orders calling for the repair of damage, issued first by Admiral Perim, and then by yourself, did not make any specific exceptions to the mandate to restore the station to its official specifications. As the blueprints used for repair still include the live fireplace, it was only prudent to replace the prior unauthorized modification with the originally intended feature.
I do understand that none of this information directly addresses your 24-hour deadline for converting the fireplace to a holographic construction, however I must inform you that such a modification will not be completed in time. It is simply not possible. The engineering team assigned to return the fireplace to its intended state was not obligated to record the workings of the prior modification, and we currently have no design schematics detailing a replacement unit. It would be irresponsible for me to order the demolition of a safe and working station structure without a plan prepared for its replacement. As such I have issued no orders to Engineering teams or Commander Hanson.
In light of the evidence presented above, I recommend you rescind your order for the removal of the fireplace. In the event you are still unwilling to consider that course of action, it's my duty to inform you that research and development of a replacement holographic unit is expected to take 4-6 months, and as such, I further recommend that the existing fireplace structure be maintained as-is to ensure continued smooth operation of the diplomatic lounge until such time as a properly vetted replacement can be developed and installed.
