I apologise for any additional workload this report may bring, but I have been advised by my First Officer to bring this matter to your attention as it pertains to the conduct of one of your officers.

Last week, Lieutenant Thyzee, despite being fully aware of my sensitivity to intense and direct telepathic signals, directed a telepathic burst of static towards me. This action incapacitated me and resulted in a diagnosis of Acute Intracranial Hypertension, leaving me bedridden for 12 hours.

Initially, I refrained from reporting the incident, attributing it to a momentary lapse in discipline. However, upon reflection and the advice of my First Officer, I recognise that such behaviour from a telepath of Lieutenant Thyzee’s capabilities not only displays a serious lapse in judgment but also poses a significant danger.

I trust in your ability to address this matter appropriately and ensure steps are taken to prevent any recurrence. Please let me know if you require further information or clarification.

But in all seriousness, if this was as bad as you claim it is right to make it known. I am a bit surprised this is an issue but I appreciate you giving me a chance to look into it before it goes straight to command. I’ll do some research and figure this out internally if I can, I suspect you would be ok with that or you’d go to Security or Station command. I’ll see if that can be avoided.

I’m sorry to have to bring this to your attention, but I was made aware this past weekend of an incident involving a member of my department. Apparently last week Lieutenant Thyzee got into some form of disagreement with Captain Mirazuni which ended with Thyzee using a psychic attack against the Captain.

Now to be clear, I’ve been told this was like blasting an air horn to someone, or a burst of static in the brain. Captain Mirazuni is especially sensitive to such things, as most people with ears might be in the earlier analogy. The Captain told me she was incapacitated for at least 12 hours.

I have spoken to the Lieutenant already to get her viewpoint. She was forthcoming and essentially admitted to it. I impressed on her this could likely lead to a situation that may require JAG’s involvement. I would try to handle this internally but the severity of the situation ended up more than I alone can handle, hence this message.

I admit I am not as used to having to deal with issues of this caliber, so besides that you need to be aware anyway, I wouldn’t mind a bit of elucidation on the kind of consequence this might take. Will this be a reprimand or more?

Captain, I have no personal knowledge of the incident Cmdr. Mandra is referring to here and can’t claim any special insight into the circumstances. But I think it would be wrong for me not to speak up to say that I’ve had a couple run-ins with this Captain Mirazuni myself and subsequently have followed some of the gossip about her. In brief, this officer’s first language appears to be fighting words.

I don’t know whether this specific incident was preceded by any particular provocation and I don’t think it should excuse unbecoming conduct from one of our people even if it was. I just wanted to make sure we’re seeing the whole picture before we take action.
