Subj: Squadron proposal

Captain Nimitz,
As I anticipated to you during our last meeting, I want to forward you a proposal that, in my opinion, would fit well with the new strategic guidelines defined by this command.
This proposal of mine concerns the establishment of a new Forward Deployment Squadron (FDS for short). It would be made of those units and crews with the highest level of attitude and expertise in exploration and scientific research.
Purpose of the FDS will be to act as a spearhead for the new exploration initiatives of this command, by deploying its units in medium- and long-range assignments.
Participation to the squadron would be strictly on a volunteer basis, pending approval of this command of course.
Coordination of squadron activities will take place every month, together with a general assessment of what has been undertaken during the previous period.
As much as I would like to propose the Attar for flagship, I am honestly not sure that such a small unit could work well in such a role, so I would like to defer such a decision to you and Admiral Bishop, should you decide to accept my proposal.
I attach to this communication a detailed action plan.
Of course, I stand available should you require any further information or clarification.
Best regards

Capt. Andrej A. Timoreev,
Commanding Officer,
USS Attar
