Good Morning Commander Cotte,
Last night I encountered LCDR Tiahl bloodied and bruised in the mess hall, drinking rather heavily. She admitted to having a "mutually agreed upon" physical confrontation with Commander O'Dara (a Tactical Officer on DS13 who briefly operated as Acting Captain while I was on leave a few weeks ago), where the latter had to be treated in the station's sickbay. Your tasks are to:
Verify that neither party intend to file charges
Devise a suitable punishment for this behavior
While I applaud Zani's honesty, we can't allow an officer--especially a senior officer--to believe that it is appropriate to settle disputes with other officers in this manner. I have advised LCDR Tiahl to report to you at her next duty shift. As to the punishment, feel free to use your imagination.

With respect I am neither security nor a JAG representative. While it may be in the best interest of the Brahe's morale for the Chief Tactical Officer and Chief of Security to not face court martial for assault, conduct unbecoming a Starfleet officer and/or a number of other potential charges it would be inappropriate for me to sway the judicial process.
Should this Commander O'Dara or Lieutenant Commander Tiahl choose to press charges on each other JAG will perform their duties unadulterated. You and I have no choice but to watch the shuttle crash these two have put themselves in in the slow dredging pace that the Federation legal system works.
I will forward notice to Commander O'Dara's commanding officer to address the punitive situation on their side. You can otherwise rest assured that Lieutenant Commander Tiahl will be handled on the Brahe.

To clarify, I am not asking you to perform either JAG or Security roles. I am ordering you to determine whether those roles will be required by doing what you have already stated you would by contacting CMDR O’Dara’s commanding officer.
If charges are filed then that process will take place. However, if that process does not occur (which at this time seems unlikely given the context of events as we currently understand them), then we must still impress strongly upon LCDR Tiahl that such behavior will not be tolerated. As this is not the first of such incidents with LCDR Tiahl (she and O’Dara nearly came to blows on this ship previously), she has already been verbally couched on this matter, so we must escalate our response.
I also believe counseling is necessary, but until Doctor Castillo returns, our only counseling options are on DS13.

It has come to my attention that one of my tactical officers seems to have come to organized blows with one of yours, Commander O'Dara. I shouldn't need to remind you that this is not how conflicts should be resolved in operating system of Starfleet. Unfortunately it seems that your officer was sent to Deep Space 13's medical facility.
I do not have more information at this time. Should your Commander desire to press charges we will await a communication from the JAG corps.

I have met with Lieutenant Commander Tiahl. You can verify her presence in my office by pulling replicator logs for her selection of replicated water. I informed her of what we spoke of regarding a new tactical officer. That advert has been submitted across Starfleet communication channels and I am pleased to note we have already received interest.
