During our last patrol on the border when Arrain Shae intercepted the Para-militant message on Imperial Romulan frequencies, I was able to compared the physical attributes of the masked speakers to Imperial Personnel databases capture during our brief war with Rator 3.
I have discovered a hidden communique from an Imperial Erei’Riov discussing delivery of high-yield plasma torpedoes to a group in no uncertain terms not affiliated with the Imperial Military, which includes a location.
The location is a facility of unknown use located at Asteroid designated Sigma-Nine-Five-Alpha-Two. It is located in a remote area of Imperial Romulan space.
Communication suggests they already have significant stockpiles of military grade weapons and munitions.
I have attached all my finds to this message, encrypted of course.

I normally do not include personnel outside the chain of command for such sensitive communications, but have included you for three reasons:
Despite your affiliation with Starfleet and Starfleet Intelligence, you appear to be operating independently and I have reason to believe you are less likely to be compromised than Romulan republic Intelligence since these Partisans seem to be former Military and there is a chance that they could have taps into RRF Intelligence.
As you are already involved with a multitude of our missions, you skills could be useful as we track down these Partisans as sooner or later, they could cause problems for the federation.
Had I kept you in the dark, you would have found out anyways when you do your usual sweep of my systems and files.

Arrain,
Perpetuity of conflict seems to be a goal of these paramilitaries. And considering our findings of our recent ventures, they are not isolated to our familiar foes serving the Ancient Regime.
Reaching this facility is to be our primary objective going forward. This will, however, need to be achieved without provoking the Ancient Regime and its servants. The mere chance of renewing hostilities cannot be tolerated. That makes this objective all the more challenging. The only silver lining is that Mol’Rihan and Rator III are both interested in not resuming hostilities.
Rator III will have to tolerate our presence. Or at the very least, it will need to be willing to look the other way. I have a few proposals. I suspect you have better ones, though. Perhaps the LCDR does too, provided she is not too preoccupied with the Federation’s quagmire out in Azedi territory.

Understood. It would be logical to assume we are in agreement that a clandestine mission would be the best approache and that Lieutenant Commander f’Vera would be of significant help. Considering that she has been the Tebok for a significant length of time, it would be safe to assume she would be available to assist us with this endeavor, though I am always hesitant to trust any member of any intelligence community.
To assist with the preliminary requirements of possible infiltration, I have taken the liberty to compile a list of clothing, weapons, equipment, and a second or third hand starship choices that will require your permission for purchasing. I would not be at all surprised to uncover that one group is behind both sides’ paramilitary troubles.
I have confirmed your estimation of what is going on at that location and attached, as per our intelligence-sharing agreement, what Starfleet has on the place. I do hope it is helpful. As DS13 chief of intelligence, it would not be appropriate for me to attend any mission that might lead to an altercation between the Republic and the Empire, even paramilitary schismatics, as Starfleet would consider this a matter not to be interfered with. However, I wish you, and the Tebok, a good mission crushing these bastards that want to return the quadrant to a state of war.
