I know you're a busy officer with a full department to manage and several projects already on your plate. I've been considering what you said earlier, the technology level on echomet should surely be able to produce vocal cords to help those that are mute.
My request if you're willing, if it's possible, and if Captain Freeman will allow you to work on it is to establish a technological solution to the Irreo vocal problem. I've attached both Commander Pohl and Captain Freeman to this message.

Cybernetic vocal chord replacement within our technological capability, although not without challenges. Surgery itself complex and adaptation period long and difficult. Will consult with Pohl further.
Can suggest less invasive alternatives. UT is fully capable of translating gestures into auditory communication if primed. Based on observation of Echometan technology on surface, believe similar results could be achieved working within confines of existing knowledge.
Current treatment of Irreo on Echomet unconscionable. 5% of population barred from holding public office or leadership roles is oppression regardless of how accepting Irreo are. Introducing capability enhancement, whether vocal augmentation or translation, will impact Echometan society.
I am in favor of intercession, but as Starfleet officer it is my duty to raise matter of Prime Directive. Admiralty must decide whether Starfleet can offer help before work on project begins.

I'm aware of the prime directive, and also that it is not absolute. Exceptions have been made in the past and will be made in the future. Given that this is a planet seeking federation citizenship, I'm sure an exception could be made. Additionally I'm not planning on handing out the tech as of this moment, just seeing if it's possible.
I'll see about having a conversation with an admiral when time permits, thanks Commander.
