Ops,
It is time that I inform you with my decision to step down as Chief of Operations. This may come as a shock as most of you know I love my job and wished to continue on being your Chief. However some Medical circumstances have arisen that mean that I will be on a Leave of Absence for some time. Because of this I had felt it necessary to make way for someone else to lead the department.

Deep Space 13 Operations Officers,
As you have recently read, Commander Hanson has requested an open-ended medical leave which necessitates a change in our Chief of Operations (in which position she has served to the satisfaction of this Command). Therefore, I have reviewed our departmental personnel and, after due consideration and after speaking to our preferred candidate, I can announce that Lieutentant Commander Sakkhet has been appointed Chief of Operations for Deep Space 13.
As we continue to bring onboard ever-increasing numbers of new station personnel assignments, new civilian inhabitants, and new visitors, Operations will remain key to the long-term repopulation of Deep Space 13 and its position at the forefront of the sector's tactical, operational, and commercial operations. With Lieutenant Commander Sakkhet in chage of Operations, I know that I can trust you all to work as successfully with him as you did under Commander Hanson.
With that said, the priority order of business for Operations is to complete the Security audit begun under Commander Hanson, and to submit the aforementioned audit to Command by Stardate 95381
((before 20 May)). To this end, I have included Lieutenant Commander Nim on this exchange so that she is aware that the audit lead will shift from Commander Hanson to Lieutenant Command Sakkhet. Any questions related to Command's expectations for the audit can be directed to Commander Kermit.

You should be aware that you were seriously considered for the position of Chief of Operations. You should also be aware that the appointment of LCDR Sakkhet does not represent any deficiency on your part--quite the contrary, because this command has been impressed by the degree to which you have (at times, literally) thrown yourself into your new assignment in Operations.
Instead, your non-selection is due to our recognition of the fact that you are a fairly recent transfer to the Operations department, as compared to LCDR Sakkhet's more established career and record of dependable service. I know that we can trust you now to distinguish yourself under his leadership, and thereby to prove that you are a capable and successful Operations officer whomever your department chief happens to be.
To this end, you should consider volunteering to take the lead on the Security audit. A firm hand is often needed in departmental audits (which suits you), and I believe that LCDR Sakkhet might appreciate his officers taking a proactive, rather than a reactive, role with regard to high-priority departmental business. Moreover, distinguishing yourself with this task will not go unnoticed by this command. I place a very high priority on thorough audits, having carried out a number of them myself.
I expect success, Lieutenant Commander H'ajah, as does Lieutenant Commader Sakkhet. I know that we can count upon you to deliver on our expectations. Qapla'!

IT IS INDEED UNFORTUNATE THAT MY BRIEF REASSIGNMENT TO ENGINEERING, UNDERTAKEN AT THE INVITATION OF THE DEPARTMENT CHIEF, SO THOROUGHLY OBLITERATED MY SENIORITY CLAIM IN OPERATIONS.
