I am following up on a mission undertaken by the RRW Tebok a few months ago. CMDR Nathes is copied on this missive in accordance with the intelligence-sharing agreement that put me on board.

On stardate 100577.5, the Tebok encountered a number of Imperial operations teams, including Tal’Shiar and Tal’Diann, in operation on Rimward Station, owned by the civilian shipping conglomerate known as Rimward Logistics. While we were not able to figure out why they were interested at that time, Tebok’s intelligence officers were able to slap a tracker on a ship somehow involved with the mess, the SS Lament.

Since then, the Lament has visited nearly every port in the area that has even had the slightest to do with Rimward. Rimward has also had a significant increase in funding, ship construction, and solvency when they honestly should still be hurting from the Terran advance, which is impossible on its own and extremely suspicious. Add in the significant interest from the Tal Shiar and other agents of the Romulan Star Empire, and it became a situation worth watching.

We have watched long enough. Sources tell me the Empire will be making a move against Rimward presently, possibly against the executives, and definitively in Federation space. We must beat them to the punch and figure out how and why they’re being funded, as well as track the funding Rimward recently received and figure out what the SS Lament is intent on accomplishing with its flight path. This company operates extensively in DS13’s immediate environs, as well as in the former Azedi Confederacy. Not only should the Star Empire be prohibited from operating in Federation and disputed territory, I do not need to tell you what the consequences of wildly game-changing resources such as these falling onto the craw of such an unstable situation as the one in unfolding Azedi space are.

Firstly, may I extend my congratulations on your recent appointment as Chief of Intelligence. I am sure your expertise will undoubtedly prove invaluable in the future.

Following the above report, I authorise direct action alongside the Republic to counter potential incursion by Imperial operatives.

  1. Discreetly shadow the S.S. Lament and the ports she visits frequently to enable direct intervention should the need arise. Furthermore, a detailed analysis should be done on S.S. Lament’s movements and activities. Investigate its flight path, cargo manifests, and any associations with Rimward Logistics’ operations; the ship’s role in the broader strategic picture must be identified.

  2. DS13 Intelligence should begin a financial and operational audit of Rimworld Logistics’ operational activities to pinpoint the origin of its resources and their shipbuilding programme.

  3. Starfleet Intelligence operatives should work alongside Republic Intelligence operatives to actively neutralise any Tal’Shiar or Tal’Diann activities within Federation space. Collaboration with allied forces and the RRW Tebok is essential for the success of this.

It goes without saying that all actions are to remain within the bounds of established protocols and diplomatic considerations. However, Imperial activities must be constrained, to ensure the success of the wider IDKA Stability Initiative.
