Admiral, Captain,

I would like to forward a formal proposal for dispatching a new diplomatic mission to Ralin. Following our last engagement with that government, and considering the most recent events in former Azedi space, it is my professional opinion that it is time for us to forge stronger ties with Ralin by acknowledging and accepting their requests, concerning the rearmament of their defense forces in particular.
I attach a detailed plan for this new mission to this message.

Captain, with the success of diplomatic efforts elsewhere, it is best to strike whilst the iron is hot. I would advise speaking to a member of the diplomatic corps before meeting with Ralin again.
