To the attention of the Ralin Provisional Government,
On behalf of the United Federation of Planets, I have been tasked by the Federation Diplomatic Corps and 38th Fleet Command to initiate contact with your government in order to offer you the opportunity to become the recipient of an Extended Relief and Support Operation (ERSO). The objective of this operation is rather straightforward: to provide Ralin with technical, logistical, and relief support for all ordinary and extraordinary maintenance and reconstruction efforts.
We would like to offer you the assistance of two Starfleet units, namely USS Peacecraft and USS Opportunity, with a full complement of technicians, engineers, and medical and support staff.
Both units will provide personnel and materiel for ERSO. Moreover, they will also offer their own on-board facilities whenever required.
As an integral part of ERSO, I have been authorized to extend to you an offer for diplomatic talks aiming at the establishment of any form of permanent diplomatic representation of the United Federation of Planets on Ralin, to be reciprocated by your government on Earth. USS Peacecraft and her facilities are available for hosting the talks.
