Operational Outline: Anti-Borg/Subspace Operations
Stardate: 100125.2
Compiled By: CAPT Vel, Lunya

Goal: Elimination of subspace Borg vessels in 38th Fleet Operational Theater

Means:

  • Use of vessel to lure Borg vessel into mission area

  • Use of modified probe to deliver virus to responding Borg vessel

  • Virus transmits to hive, eliminating trace of subspace drive plans and destroying vessels with drive already installed.

  • Use of heavy graviton beam (USS Pegasus) to close subspace opening, to eliminate threat of reinforcements.

  • Use of USS Midway to screen USS Pegasus during deployment of heavy graviton beam.

  • Use of third ship to provide on scene force multiplier.

Contingency:

  • Use of four MACO teams (two in reserve) to deploy to disabled cube to escort science personnel to manually upload virus to main systems node and hive communications node.

  • Recommend a possible fourth ship (support vessel, medical, repair) to be on standby for expected battle damage repair.

Consequences:

  • Elimination of Borg subspace threat in operational theater. This will be a heavy loss of “life” for the Borg, and at this time, recovery of survivors would not be expected or recommended. Means of removal of assimilation technology to survivors could possibly delay retreat from area.

  • Expect heavy damage to at least one ship on mission. Expect loss of fighters and small craft from both Midway and Pegasus, as well as any small craft/fighters from additional ships.

  • Casualties expected of at least 100+ to include wounded and KIA.

Recommendations:

  • Third supporting Federation ship be a combat vessel of cruiser class or higher

  • Medical/support ship be on immediate standby in area, or able to respond quickly.

  • Mission not be undertaken until force multipliers (third combat ship, support ship) be available and suitably equipped for mission. Fourth combat ship would reduce risk.

Complications:

  • Virus is not yet completed. Mission cannot proceed until virus is completed and successfully completes simulation.

Conclusion: While this threat does present an immediate danger to operations and civilian traffic, this mission should not (must not) be conducted until forces available are ready to proceed. A lone vessel, or even two, are an unsatisfactory force to attempt this task, and pose an unacceptable risk of life to crews. Main concern is Federation viewpoint to loss of Borg “life”, when medical techniques to reverse assimilation are available. Despite these means being a normal option to chance or random encounters, they are not viable for the goals of this operation. Operation does have a chance to succeed, even if contingency plan needs to be implemented. Contingency plan does pose a larger risk to mission crews, but the missed opportunity would present a larger threat to fleet operations.

Captain,

The scope of this operation and the projected consequences has exceeded RDML Bishop’s purview. Therefore authorization of this operation has passed to me.

In its current state, I cannot issue clearance for this mission. See the following areas of weakness that must be addressed before we can continue discussion:

  • Proposal completely lacks detail on the ‘Borg Threat’ and why this level of response is required. A search through AARs filed by 38th officers indicates two previous encounters over four months and in neither case was a threat assessment submitted providing either evidence or even speculation. Potentially risking four starship crews for this undefined threat is inexcusable.

  • Mission relies solely on premise that Borg will be successfully ‘lured’ to Starfleet’s advantage. Ignoring the gross potential ethics violations involved in this gambit, no evidence is provided that this will work, effectively wasting all resources expended.

  • Manufacture of a virus to instigate physical destruction on an infected vessel cannot be condoned. As a weapon, computer viruses are particularly unique as they are made accessible in full to the hostiles we deploy them against and it is impossible to predict the consequences that can stem from such maneuvers. You are strongly encouraged to refer to historical precedents of offensive viruses to comprehend why they should be avoided at all costs.

Thank you for your time and the review of the proposed plans. As of now, we will only respond as threats arise, and take no offensive action as stated above. It is understandable that the scope of these operations exceed my knowledge and thus feel perhaps others could propose a different course of action. I only ask that my crew and I be involved in some capacity. Midway will return to standard patrol routes immediately.

In case it was not clear from the previous message, any proposal for an organized offensive campaign requires a comprehensive threat assessment of the target before Command can seriously consider the expenditure of resources on any significant scale.

As you requested that yourself and the Midway remain involved, consider this your charge: work with fleet intelligence and other select parties at your discretion to write one.

As a body talking with experience I would very much like to offer my assistance to you personally regarding the potential threat assessment. As clear by your initial operational plan you have just beliefs of an escalating threat against the Federation and 38th Fleet’s operating theatre, however while your mission statement doesn’t fall currently within it’s purview I would request myself to be involved in any forward motion you may potentially undergo, if only in an advisory capacity to ensure any formal declaration is to a standard likely to entice positive response.

I would gladly be happy to look over any forward planning or future intelligence gathered on the suspected threat, with an effort to advise you on the best and most appropriate method of forming a formal threat assessment. If this proves agreeable to you, I look forward to speaking soon.
