Subj: Proposal for Evacuation Drills

Hello Captain and Commander,
First of all I would like to apologies for the delay in providing this plan, as mentioned to Commander Khet, following the destruction of the Defender I felt the need to keep this on the back burner so to speak, due to worries about causing panic and concern among staff on the station.
However as mentioned in our goals meeting, I have put together a proposed plan for station wide evacuation drills and due to the size and scope of this planned drill, it will be divided into sections one through eight, to ensure that drills are run with manageable and safe numbers, each section is broke down below, including a break down of staff involvement.
Section One
This section will be focused on a drill for, Command, Tactical, Intelligence and Science personal, this part of the drill will include a briefing of what closest evacuation areas, and the quickest route to that area from different areas of the station, with information being provided to each officer's padd.
This will include staff beaming off the station to the Asimov and Atlantis, as well as departing via shuttles, with staff assuming roles on both the Asimov and Atlantis, as they beam out, assisting to beam off additional staff, to help stimulate additional ships providing support. With other ships that are in orbit, being used to help.
I personal suggest running these drills at least twice over a three month period to help ensure that officers are well trained and experienced in how to evacuate the station in the event of it being required.
Section Two
This section will be focused on a drill for, a Mix of Operations, Security and Engineering personal, with a mix of at least thirty percent of the drill from each department, this part of the drill will include a briefing of what closest evacuation areas, and the quickest route to that area from different areas of the station, with information being provided to each officer's padd.
The addition of this drill would include informing security staff how best to handle and direct the civilian persons on the station, ensuring that in this event there is a guidance in place to ensure none Starfleet personal are able to find help if needed.
This will include staff beaming off the station to the Asimov and Atlantis, as well as departing via shuttles, with staff assuming roles on both the Asimov and Atlantis, as they beam out, assisting to beam off additional staff, to help stimulate additional ships providing support. With other ships that are in orbit, being used to help.
I personal suggest running these drills at least twice over a two month period to help ensure that officers are well trained and experienced in how to evacuate the station in the event of it being required.
Section Three
This section will be focused on a drill for, a Mix of Operations, and Engineering personal, with a mix of at least fifty percent of the drill from each department, this part of the drill will include a briefing of what closest evacuation areas, and the quickest route to that area from different areas of the station, with information being provided to each officer's padd.
This drill will also include how staff would be expected to manage, small craft as well as prepare and handle emergency launches, as well as engineering staff being guided on how best to keep the station operation as much as possible to ensure that there is enough time to get as many staff off the station as possible.
This will include staff beaming off the station to the Asimov and Atlantis, as well as departing via shuttles, with staff assuming roles on both the Asimov and Atlantis, as they beam out, assisting to beam off additional staff, to help stimulate additional ships providing support. With other ships that are in orbit, being used to help.

Section Four
This section will be focused on a drill for Science, Medical and Counseling, , this part of the drill will include a briefing of what closest evacuation areas, and the quickest route to that area from different areas of the station, with information being provided to each officer's padd.
This staff will focus on helping prepare evacuation procedures for not only able bodied personal, but how Medical staff would handle and help injured staff off the station, with people from other departments being asked to volunteer to play injured staff, at different stages of injury, including critical to help stimulate what would need to be dealt with, in the event certain staff are unable to be helped.
This will include staff beaming off the station to the Asimov and Atlantis, as well as departing via shuttles, with staff assuming roles on both the Asimov and Atlantis, as they beam out, assisting to beam off additional staff, to help stimulate additional ships providing support. With other ships that are in orbit, being used to help.
I personal suggest running these drills at least twice over a three month period to help ensure that officers are well trained and experienced in how to evacuate the station in the event of it being required.
The above sections are focused on providing clear and easy to understand instruction for all staff involved, as well as ensuring all staff are clear on their involvement in evacuation procedures.
The next four sections are all grouped together as they are focused around none Starfleet personal on the station, so this will be drills that need to be handled with more care and attention, this to ensure that people are clear on, not only why the drills are being run but that drills are only to prepare for the worst case situation.
Sections Five, Six, Seven and Eight
These sections, will split the station Civilian Population into four easy to manage groups that will help ensure we are not running drills with large and hard to control groups. With Security, Operations and Medical staff also taking part to provide Starfleet personal and guidance during these drills.
During each of the briefing in these groups, extra time should be taken to explain why these drills are being run as well, as evacuation zones and routes for the Civilian Population and who they can look to for support and guidance staff wise, in the event that the civilians struggle to remember their routes and evacuation zones.
This will be focused towards ensure that the Civilian Population are clear on how to leave the station in an emergency, including shuttle evacuation routes, transporter evacuation zones. This will also include Medical and Counseling staff providing guidance on managing and dealing with panic and emotions during a crisis.
Unlike other drills, I would suggest having both the Asimov and Atlantis already staffed during these drills, to simulation ships returning to the station to evacuate people, with Station staff running evacuation drills as if they where incoming ships to assist. With other ships that are in orbit, being used to help.
I personal advise running these drills at least four times a year, whilst I know this is a harder sell due to it mainly being focused on none Starfleet personal, and the want to not cause panic and worry among the Civilian Population.
I understand that guidance is already provided to everyone on the station, however in the event that the station comes under hostile attack again, it is not a guarantee that the station’s defenses and support from other ships will be able to safe guard the station and it’s personal.
I know that drills like this often run the risk of creating worry and concern not only among the Starfleet personal but also the Civilian Population, however I feel they are needed, to ensure that as many people as possible are able to be safely removed from the station in the event of an emergency, be it hostile action and damage, or a more natural phenomenon.
I am happy to discuss this further with yourself and Commander Khet, as I understand the plans can look rather bare boned in certain areas, however these drills are meant to build on and put into practice information that is already provided to staff and Civilians on the station.
