The Nebula Restoration Project
At the close of the Iconian War, Starfleet began looking to rebuild its fleet and to restore its focus to the original goals of exploration and scientific discovery. In addition to new classes of starships, at least one older class was given a new lease on life. Designs for the Nebula-class starship were dusted off, on the idea that by appealing to the aesthetics of a more peaceful era, Starfleet might boost the morale of a Federation bruised and exhausted by a decade of conflict.
The concept was not universally accepted at Starfleet Command, but had enough support that five Nebulas were commissioned - on the condition that their systems be brought up to modern Starfleet standards. This made the design process difficult - "like squeezing a Sovereign into a Galaxy" was how one engineer described it. Nevertheless, shields, weapons, drive systems, etc, were brought as close to 25th century standards as possible without greatly sacrificing the appearance. The biggest concession was in the Secondary Hull, which finally had to be swapped out with a design from the Magellan class to make the whole concept work.
Construction of the starship that would become the U.S.S. Shackleton began at the Utopia Planitia Fleetyards on Stardate 92039.5. For the next three years, construction was beset by supply delays, system integration problems, and last minute design changes as improved technologies became available. The effort to add transwarp capability to the Nebula extended the project by nearly eight months on its own. Two senior engineers quit the project, and the mood at Starfleet Command soured on the whole idea as construction wore on.
Eventually, the Shackleton was completed and conducted its first impulse shakedown, travelling from Mars to Earth Spacedock on Stardate 95064.2, where it would receive its captain and permanent crew as well as undergo final systems adjustments. The U.S.S. Shackleton launched (with less fanfare than initially planned) on Stardate 95086.1, under the command of Captain Alyx J. Derenzis.
