The project was conceived during Christopher Lennox's service aboard the USS Fearless. An Iconian forward force had worked to establish itself beyond the Oort cloud of the Sol system. To get past their perimeter without a cloaking device, Lennox suggested adjusting the frequency and harmonics of the Fearless's IFF system. Between this modification and the Fearless's ability to maneuver at high impulse speeds, a potent tri-cobalt device was delivered into the gateway being erected by the Iconian forces. In disarray due to the detonation, the Iconians scrambled to intercept the Fearless, which lead them into the rest of the Sol defense fleet.
After filing his report, Lennox was contacted by Starfleet Tactical about the particulars of his modifications. Over the next few years, Lennox worked with several tactical and scientific colleagues to further refine and expand upon his ideas. It was not until he was placed in touch with a liberated Borg theoretical physicist named Adjutant Zero that the idea began to gain true traction.
Lennox and Zero were put in touch with the administrator of the Olympus Fleet Yards in the Draconis Sector. Now able to put theory into practice, the testbed vessel was modified and retrofitted ahead of schedule. Christened 'Windrunner', the escort very nearly tore itself to shreds at full power, and Lennox questioned his ability to complete the project, until he looked into the Defiant project and found echoes of his own work. After additional revisions and updates, the Windrunner was assigned to the 38th Fleet 'Argo' for its most extensive field test yet.
