We've suffered a terrible, unthinkable loss. We've been forced from our home, our place of safety, our way of life. We've said goodbye to coworkers and friends and family and loved ones. We've been forced to sit here, in cramped quarters and hallways and cargobays, and wait for news, and wait for instructions, and wait and wait and wait.
I'm sorry. You deserve better.
You deserve to know that in the days following the battle at DS13, Argo ships and crews worked diligently to recover survivors from on and around DS13, despite dangerous and unstable conditions. You deserve to know that all lifesigns have been recovered; that everyone who survived aboard after the initial evacuation, has been recovered. Today, you deserve to know that at least sixteen thousand lives have been lost, with almost as many still listed as missing. You deserve to know that as we move forward with investigation, as we stabilize DS13 and gain access to destroyed areas, the number of missing will decrease, and the count of the dead will rise.
You deserve to know that hope isn't lost, if you're still searching for a loved one. I'm told that large groups of survivors onboard various ships have yet to be accounted for. Our medical staff has informed me that they still have thousands in treatment who arrived without identification.
This process is ongoing. With every passing day, we will learn more. Starting today, files have been made available on the fleetwide network and terminals have been set up in K-7 public areas. These will be updated every day, at the start of alpha shift, with lists of every person identified as safe, injured, missing, or deceased.
Most of you have unanswered questions about what happened, and what's happening now, and what will happen next.
What I can tell you is that previously unknown aggressors interrupted the peace conference with the Confederacy of Azed. By all accounts, the talks were going well, prior to the incursion. The battle was chaotic and both sides refused to acknowledge calls for ceasefire. Starfleet's attempts to stop the fighting were interpreted as aggression, and DS13 came under fire from both sides. Heroic efforts were made to defend and stabilize the station, with some groups remaining until the very last possible moment before evacuating.
Search and rescue efforts for survivors, as mentioned above, recovered all lifesigns detected. Small groups were later recovered from external structures, and areas hidden from sensors. Engineering teams will begin their damage assessment this week, and once the wreckage is deemed safe, recovery efforts will resume. As time goes on, we will continue the process of accounting for all personnel, civilian and Starfleet alike.
Relocation efforts have already begun, and will continue throughout the month. Many of you will soon receive assignment orders to ships of the fleet, to teams stationed on K-7, or to the nearby Federation settlement at Aldebaran III. Civilians may be asked to relocate, temporarily or permanently, to combat overcrowding. Families will not be separated. If you have any questions about relocation orders received, do not hesitate to ask them.
With regards to the Confederacy of Azed, I can now confirm that the Federation Council will not be issuing a declaration of war. Do not mistake this for inaction. While I cannot share any operational details today, I can assure you that appropriate actions are being taken, and more information will be available soon. Needless aggression and disregard for sentient life cannot and will not be tolerated. Argo will, as it always has, work to secure and defend the Federation's borders and citizens against any who would see us harmed.
Many of you are upset, and rightfully so. You've been hurt and insulted and kept in the dark for far too long. Some of you are lashing out, looking for someone to blame or something, anything, to do. Starting today, I will be personally available every day in the Deck 18 mess hall, to answer your questions and hear your concerns. Alpha and Beta shifts today, Gamma and Delta shifts tomorrow. This rotation will continue for as long as necessary. Those of you unable to come in person are encouraged to participate remotely.
Bring me your questions, your worries, your complaints. I will listen, I will answer, and I will do what I can to help. We will have resources for those that need them, and volunteer assignments for those that want them. Bring me your anger, your sorrow, and your camaraderie, and I will share with you my own.
Now more than ever, we must hold to the values that make us who we truly are. We are the Federation, and we are Starfleet. When the galaxy calls for war, we must stand for peace. In the wake of our greatest tragedies, we must speak with one voice, together, to any who will listen: This was not in vain. From this we will grow, from this we will better ourselves. From this, we will rise not to violence or revenge or retribution, but to peace and understanding, for all.
