NARRATIVE This one and Doctor Pohl joined Lieutenant Stray from JAG, and Ensign Ban from security in Transporter Room 1, awaiting Julia Webb’s arrival aboard.
In an act of what this one believes to be criminally poor judgment on the part of the Orpheus crew, Ms. Webb was transported aboard at the appointed time not only unaccompanied but wholly unprepared for her transfer. She objected and demanded to be returned to Orpheus, and questioned why she had been removed from her home. She insisted that she was not obligated to follow commands issued by a Starfleet authority, suggesting to this one that a determination of her legal status was never made.
After initially agreeing to follow Dr. Pohl to medical, Ms. Webb instead diverted to and interfaced with a transporter room console, and attempted to gain control of station systems to transport herself back to the Orpheus. Though her attempt was thwarted when personnel isolated the console, and with the help of some bystanders we were able to convince her to travel to medical in earnest, that Ms. Webb displayed a capacity for misdirection and deceit is extremely concerning.
This one was struck immediately by her appearance - nearly fully cybernetic, as though liberated from the collective mere days ago. This one is forced to question whether Orpheus provided ANY care, physical or psychological for Ms. Webb whatsoever beyond her initial liberation. Her progress towards life as an individual is nowhere near established benchmarks for two years post-liberation.
Of note, apparently Commander LaSalle has a passing familiarity with Ms. Webb from a previous encounter. In addition, Ms. Webb responded relatively positively to interaction with another liberated borg who happened to be present, Sindari Te’elis. Group therapy with other liberated borg may be advisable earlier in the treatment plan than anticipated.
Following her evaluation by Doctor Pohl, Ms. Webb expressed a strong desire to be “normal”, and have her implants removed immediately. Though she was fluently conversational about the details of her implants and the process of their removal, she seemed to have difficulty understanding that the process could not be immediate.
This one departed medical with Ms. Webb and showed her to her quarters. This one discussed with Ms. Webb the areas of the station in which she is permitted to travel, as well as other station regulations that this one believed Ms. Webb most likely to violate, accidentally or otherwise. This one has been assured by starbase operations that the computer access points in her quarters are sufficiently secure.
RECOMMENDATION This one recommends that DS13 Medical proceed with the removal of borg cybernetics as according to established protocols. DS13 Counseling will prepare a personalized course of therapy working from the assumption that Ms. Webb has received no prior psychological counseling.
While Ms. Webb has tentatively provided consent for initial medical and surgical procedures, she repeatedly expressed that she feels she is being held aboard station against her will. Though the circumstances of her arrival did not afford LT Stray the opportunity to conduct an assessment, this one believes that is a crucial step. This one strongly suspects that Ms. Webb does not currently possess clear decision-making capacity and that a legal guardianship would be in her best interest.
This one further recommends that Starfleet Medical Command fully investigate the negligent actions of Orpheus CMO CMDR Nasir Zaman, as well as the nature of his relationship with Ms. Webb and the decisions that led to her lack of progress towards individuality. This one demands an evaluation of whether Zaman is truly qualified to practice medicine or hold a Starfleet commission. Orpheus’ Captain, being responsible for a civilian aboard his or her vessel, should also be held strongly accountable for Ms. Webb’s treatment and especially the deplorable execution of her transfer to this station.
