SUBJ Battle of Doza and Preceding Events
- STANDARD LEVEL 3 ENCRYPTION -

Admiral,

What follows is a brief summary of events over the course of the last three days, including the loss of the Doza IV Colony and the subsequent battles in orbit.

On Stardate 91944.5 (Friday Evening), a small task force of 38th Fleet vessels was en route to a medical relief mission when they monitored the beginning of a Borg invasion of the Doza System. Doza IV was home to a relatively new Federation colony, with a population of approximately 80,000. The task force diverted to the system to render assistance, and upon their arrival they found that a large Borg force had already overwhelmed the system's defenses and had begun assimilating the colony's population. Reinforcements were requested, but were a significant distance away. Heavily outnumbered, the task force rescued as many civilians as possible and effected a retreat once no more could be saved. It was at this time that DS13 Command ordered all ships responding to the Doza System to regroup in friendly territory until a plan to retake the system could be put into place.

On Stardate 91947.1 (Saturday Afternoon), a separate task force of 38th Fleet vessels arrived in the Artaleirh System, in advance of a joint Starfleet/Republic mission with the objectives of capturing D'Kera Mandukar and eliminating the threat of Genesis-type weapons of mass destruction. Unfortunately, Mandukar and her associates had already left the planet prior to their arrival. Investigation by 38th Fleet officers gathered several pieces of important intelligence, namely solid confirmation that Mandukar's faction had produced an unknown number of Genesis Torpedoes, and a record of their departure from Artaleirh, nearly a day prior - roughly corresponding with the Borg attack on the Doza System.

By Stardate 91947.5 (Saturday Evening), Mandukar's fleet was confirmed to be en route to the Borg-occupied Doza System with unknown objectives and an unknown number of weapons of mass destruction. A 38th Fleet battle group was updated on the situation and departed DS13 with a twofold mission: to eliminate the Borg foothold in Federation Space, and to capture or eliminate D'Kera Mandukar and her illegal weaponry. Eight vessels from Romulan Republic Fleet on nearby patrol were diverted to assist in this mission, and a task force from the 3rd Fleet was en route to assist as well.

The battle group rendezvoused with the Republic reinforcements and proceeded to the Doza System. Upon arrival at Doza IV, Mandukar's fleet was found to have already arrived and engaged the Borg forces occupying the system. The 38th Fleet battle group alerted command of the situation and entered the conflict. During the course of the battle, five of the Republic warbirds inexplicably changed allegiances and joined Mandukar's fleet in attacking friendly vessels. Additionally, Mandukar's flagship transported a team to the planet's surface, which entered a Borg sphere, extracted a number of components (including a transwarp coil), and escaped back to their vessel. Shortly thereafter, the flagship fired a spread of torpedoes at the planet. Our battle group attempted to destroy as many of the projectiles as possible, but unfortunately, a Genesis Torpedo managed to reach the surface and detonate. At this point, the Borg presence was all but neutralized, and Mandukar's Fleet in the process of retreating. Arriving reinforcements from the 3rd Fleet attempted to interdict the enemy fleet at the edge of the system, but were largely unsuccessful. Approximately half of Mandukar's forces (including her flagship and the stolen Borg technology) were able to escape into warp and subsequently evaded pursuit.

By the time the engagement had completed, the Genesis Wave had finished its spread across the plant surface, and Doza IV currently appears to be a freshly terraformed M-Class planet. Past experience with this type of technology leads to the assumption that the planet will become unstable in the coming days, and eventually tear itself apart. A science team is being prepared to monitor and study the planet. The Starfleet Intelligence liaison assigned to the Mandukar situation has assured me that all possible steps are being taken to locate the enemy fleet and neutralize the threat, however, at this time we still do not know her true objectives, nor are we certain how she managed to gain control of five supposedly-friendly warbirds.

Additionally, I regret to inform you of a casualty of particular note. Captain Eli Altais, commanding the USS Atlantis, was on the surface of Doza IV performing reconnaissance on the enemy strike team inside the Borg sphere. The vessels of the battle group were unable to recover the Captain prior to the Genesis Wave engulfing his location. His lifesigns were lost, and he is presumed deceased.

In the absence of definitive remains, Captain Altais' status is now listed, missing in action. I am preparing an announcement to be made tomorrow for my crew.

Finally, I'd like to commend the performance of all the officers and crews involved in these events. Despite difficult odds and unexpected challenges, their conduct was both exemplary and admirable.
