MISSION Debriefing of Terran Empire “Savant” (Thyzee) and Seres Avlin.

OUTCOME Both detainees were generally cooperative and provided considerable intelligence under standard interrogation conditions. Savant intends to extend her lifespan in the same manner as LT Thyzee in order to avoid impending death from natural causes. Both detainees cooperated with the understanding that they would be allowed to return to their own universe at the conclusion of debriefing and completion of Savant’s objectives.


NARRATIVE As reported by the recent undercover mission to the mirror universe, the counterparts of LT Thyzee and civilian Seres Avlin were detained and brought aboard DS13. This outcome was the result of an agreement for the Terran officers to return a captured Starfleet team member, in exchange for passage to the prime universe and unspecified medical consideration for Thyzee. This agreement was authorized by Captain Tyrstoc.

Due to the potential for psionic violence “Mirror Thyzee”, was placed in an isolation unit equipped with countermeasures previously designed for dangerous telepaths. Full dossiers on “Mirror Thyzee” and “Mirror Seres Avlin” are attached. Brief summaries follow:

Thyzee technically was not given that name, or any other, in the mirror universe. She was raised on Terra as part of the Imperial School of Psychics, and reached the “rank” of Savant Adjunct, leading to her colloquial name ‘Savant’. Her position affords her a nebulous level of authority outside the Terran Imperial Starfleet hierarchy - similar to but distinct from the Inquisition. Her official duties involve intelligence gathering and internal security. Savant is known to have been in possession of a Psionic Resonator (Stone of Gol), which is partially responsible for her current exaggerated level of influence over 38th Battlefleet Admiralty.

Savant is a powerful telepath, adept in telekinesis and several other notable techniques. Her natural abilities are augmented by an implant. As an Ocampa her natural lifespan is approximately nine years. Her current estimated age is 10.5 years. It is likely that her lifespan has been slightly extended through conventional methods, but it is expected that death from natural causes is imminent.

Lieutenant Commander Seres Avlin is the Deputy Chief Engineer of Battle Station 13. She is naturally subservient to authority figures, displays uncommon individual loyalty, and a surprising lack of personal ambition. Her presence here is the result of her unofficial role as aide to Savant. She was not involved in any key decisions and was largely oblivious to the circumstances leading to the current situation.

Under interrogation, both detainees provided a great deal of information. In brief, LCDR Seres provided detailed technical information about both the Terran battle station specifically, and about the current generation of Terran technology in general. Savant provided a wealth of information about the Terran political system, the current disposition of Terran government officials, and the current deployment strategies of local Terran Starfleet forces.

In return for providing this information, consistent with the previous agreement, this officer agreed to allow Savant to speak with her counterpart, Lieutenant Thyzee, in the hopes of finding a way to replicate the Lieutenant’s lifespan extension. Savant is aware vaguely that the Lieutenant succeeded in extending her life, but she is not aware of the details. They expect that they will be allowed to return to their own universe, afterwards.


RECOMMENDATION A conversation between Savant and her counterpart is unlikely to provide her with any meaningful physical benefit, especially if monitored and conducted within the psionic disruption field. However, it is the opinion of Starfleet Intelligence that Captain Tyrstoc’s agreement was made under duress and is nonbinding. There is no obligation to assist Savant with her goal, or to release her back to her own universe.

It is therefore this officer’s recommendation that Savant’s request to speak with her counterpart be denied. She should remain in custody until her natural demise. She should receive traditional palliative care when it becomes appropriate.

Following Savant’s death, LCDR Seres may be recruitable as an intelligence asset. If that is unsuccessful, she should be transferred to a specialized unit for long-term processing of the dimensionally displaced.

ADDENDUM Although Captain Tyrstoc’s agreement was made under duress and is nonbinding, I am of the opinion that we should go ahead with the original plan. As we understand from looking at Lt. Thyzee, this is entirely a situation of nurture, not nature. And nurture can be overcome by exposure to different ways of life and different ways of being. I myself am a walking, talking example of how Starfleet succeeds in such matters. I reviewed the transcript of LCDR Burov’s session, and it was fairly clear to me that Savant does not even have the vocabulary to effect a change. What if we were to give her one? Without compromising opsec, of course.

If such a tactic doesn’t work, we can always simply punt her back across the veil, where her absence will be… problematic to her superiors. These things tend to resolve themselves over there.

Lt. Thyzee, however, should not be pressured to assist in any of this, and should only participate out of her own wholly consensual volition. Starfleet needs to be absolutely clear with the Lieutenant that she is in no way obligated or being ordered to help, that this would be a purely volunteer experience, etc., and this should also be communicated expressly to Savant.

ADDENDUM At the request of the intelligence department, I have met with the Savant. I must say that I am beyond intrigued, despite the reputation of the Terran Empire and that of my counterpart. She seemed amicable and seemingly willing to change her attitude, but there is no way to know concretely determine if she is being truthful without telepathic contact. I leave the decision of whether or not to do so to those above me, but with my specialist insight into psionic matters I will provide additional, albeit limited, information about what I believe her capabilities to be.

Without performing an in-depth ESPER exam, I can only make an educated guess as to her rating. Based on my own rating and the reports and recordings over her abilities (listed below), I estimate the Savant’s rating to be in the range of 430 to 470 points.

  1. ‘Standard’ abilities:

    • Telepathy
      The savant appears to be extremely proficient at telepathy, being able to read and communicate with unguarded minds without effort. It is likely she can penetrate guarded minds as well, taking more time with individuals who are more trained.
    • Telekinesis
      The savant appears to be only somewhat trained at telekinesis. Given the information we have, I believe she has largely focused on honing her telepathic abilities in order to perform her duties. I do not think she could weaponize her telekinesis alone to seriously harm someone through percussive force alone- she would need a dedicated weapon with which to wield, such as a blade.
  2. Extraordinary abilities: The Savant is equipped with a cybernetic implant of unknown make that appears to grant her abilities that would otherwise be impossible for her to manifest. It does not appear to be without downside however, as it seems to cause noticeable physical stress when activated.

    • Pyrokinesis
      I must admit that this ability is beyond my experience, as there is only one species in Federation records capable of such: Suspirian Ocampans. As such, I can only give speculation based on theory, as there have been no scientific analysis of the ability, only vague reports made by the crew of the U.S.S. Voyager. Given the eyewitness reports given by the undercover intelligence team, it is quite potent. I would treat the Savant as effectively having a flamethrower on her person at all times.
    • Biomancy
      According to the eyewitness report of Ensign Vemok, the Savant appears to be capable of at least a low level of biomancy, having healed a minor wound on a Ferengi. This ability poses no threat- quite the opposite in fact, if she is feeling charitable, which remains to be seen.

As an addendum to the addendum, regardless of whatever decision may be reached as to the fate of the Savant, I would like to request the opportunity to continue interacting with her, and even possibly performing exercises and tests to see the extent of her abilities.

ADDENDUM

Savant Interrogation Notes
It is of the opinion for the Fleet Strategic Operations officer that the Savant while still a security risk, does believe they have a chance to effect change for the Terran Empire. While the gamble they have made is build on little more then faith and trust on our part, it does seem to appear that they may have a possible chance at success.

However it is too early to tell if their chance of success is something we can afford to invest in. This officer does not believe attempting to aid them will pose a risk to our own assets and interests given their current demands.

ADDENDUM While this officer’s agreement was nonbinding, it was made in good faith, and it should be noted no assurances were given to the Ocampan ‘savant’ nor her assistant beyond their safe transportation to the ‘Prime’ universe. That was the sole agreement made under this officer’s authorization. As that agreement has been fulfilled, and the Terrans fulfilled their end with the safe return of Ensign Vemok, anything further should be considered an additional and separate negotiation on the part of the Terrans. This officer made no other recommendations at the time as to the treatment of the Terrans beyond observing basic Starfleet ethical code and the adequate securing of the Ocampan psychic in 38th Fleet custody.


RECOMMENDATION The Terrans should be treated as political defectors and afforded the requisite rights and hearings. That said, and despite their cooperation, particularly the Ocampan psychic should also be treated as a potentially hostile and untrustworthy party. The ‘Savant’ has proven extremely dangerous and shown extreme disregard for sentient life, and regardless of their circumstances this cannot be ignored. Both Terrans should remain held under full security measures.

Furthermore, releasing an enemy operative of the Ocampan’s unique capabilities—in addition to what knowledge they now possess by conventional means—back to their native universe presents an unacceptable risk of compromise to Starfleet. Specifically, this risks the security of Deep Space 13, and any other vessel or station to which the Terran defectors have been or will be exposed. This was a risk I assessed when agreeing to their transportation, and one I still believe was worth accepting in trade for the Ensign’s safe return.

In addition, while we do not know the extent of what the Terrans of Battle Station 13 know, the return of the Ocampan and her aide after their disappearance in such close conjunction with the exposure of our retrieval operation could reasonably constitute an effective death sentence. Taking into account the methods and social axioms of Terran society, this would be akin to releasing a compromised prisoner into a corrections facility’s general population. Similarly, denial of available medical treatment—regardless of the cause of condition—to a technologically comparable political defector would likewise effectively mean the passing of a death sentence. In this officer’s view, neither are conscionable under Starfleet oath.

It is therefore the submission of this officer, regardless of any efforts at deprogramming and rehabilitation (which may at this point be not only morally just but also our only viable option for long-term placement of the defectors), that what means may be readily available be employed to save the ‘Savant’. If greater research and undertaking is required than what is already within our capability from Lieutenant Thyzee’s treatment, then it is this officer’s belief that the ‘Savant’ should be allowed to succumb to natural causes.
