NARRATIVE The ships of Cetratus Squadron, and the Forrestal rendezvoused, in the Alpha-7190 Sector outside of Azedi Space. This is where all Captain’s involved in the talks beamed onto the USS Heimdall, shortly before attempts to open communication with the Citali a small briefing was held aboard the Heimdall to ensure everyone was clear on our objectives and path forward in the event we could establish communications.
Once this brief was concluded, Captain Tyrstoc opened a hail in an attempt to reach the Citali people whilst still outside of Azedi space, this attempt was successful with our hail soon being answered by people in the Citali system, once our hail was connected Captain Tyrstoc took the chance to make our intentions clear and request access to the system
Following a pause this was granted, however the Citali made it clear they could not accommodate a visit to the planets surface, once this was understood, the Citali made us aware they would summon the Overseer for out arrival before disconnecting the call. Following the disconnecting of the call the Heimdall was ordered into the system, with the ship entering a standard orbit once in system.
Following a brief discussion between the attending Captains, a hail was received from the planet, which when we answered this we were connected with Overseer Nirflim, where Captain Tyrstoc started talks, introducing myself with the aim of enabling myself to take lead on this part of the talks, with the Captain also introducing Captain Thraz once the Overseer requested to know else was in view.
Following this introduction, I attempted to make it clear what the Federation would be looking for in these talks, with a fair trade approach being taken in my conversations with the Overseer at first, even bringing up the topic of Research cooperation instead of resource trade, with Captain Tyrstoc providing input at this point, helping explain the points raised.
However the Overseer made it clear, points of cooperation, and friendship where points the Diplomatic Corp had mentioned in previous talks, the Overseer also mentioned that the Citali people are also at a disadvantage due to their lack of warp drive and preferring actions to talking, However they mentioned the fact that Admiral Ashkeph, Minari was recently recovered from the planet.
Once Captain Tyrstoc had finished with his input and mentioning that the Federation is interested in correcting the matter of the Citali being unable to chart their own course, which I built on, mentioning the Federation being able to provide Warp Drive technology, and even Freighters to help with this matter, given we have already provided this technology to other former Azedi members.
The Overseer, seemed very interested in this asking if we would be willing to provided Warp engines for study and assistance with building more. At this point Captain Thraz was asked for more technical input, and informing that once an agreement is reached we could look at supplying assistance with Warp Technology.
Following a brief conversation between the Overseer and Captain Tyrstoc over what the details of such an agreement might look like, and what we would ask in return. The Overseer mentioned that apart from the Federation the Citali people have had no interaction with any other powers in the region, before bringing up the matter of the Federation appointing an Envoy to help with these talks, one that deeply understands the needs of the Citali people as well as someone they already trust with their welfare. It was clear they where attempting to get a response about the return of Admiral Ashkeph, Minari.
In response Captain Tyrstoc mentioned this own experience in the system fighting to defend the system during the Terran Conflict, following this we where asked to leave which we obliged with the Heimdall leaving the system once the hail channel was closed.
RECOMMENDATION My recommendation, is that we look into starting assistance with providing warp technology as soon as possible, this would help prove our willingness to provide assistance and support to the Citali people.
I also recommend that on the matter of Admiral Ashkeph, Minari, given the Citali interest in a response, the next team should be supplied with a response over our stance on this matter, be it retaining or returning the Admiral.
Despite the point of Admiral Ashkeph, Minari, talks seemed to go well and provide us with a good starting point for further talks, with paths forward open to us for further talks and cooperation.
RECOGNITION I would like to give broad recognition to all Captains involved, everyone who attended these talks, provided valuable insight and input.
Captain Tyrstoc stands out as providing a good single voice for the Citali to focus on, allowing to prevent any confusion and Captains talking over each other, which also helped ensure the talks where orderly and concise.
