BACKGROUND Starfleet conducted preliminary talks with Citali Overseer Nirflim, establishing an agreement in principle to the trade of Federation warp drive for Citali diplomatic recognition and intelligence considerations.
SUMMARY A formal agreement has been signed and is now in effect. The Federation will provide warp technology to the Citali in exchange for Citali providing notification of their contact with other Azedi worlds and regular updates on local piracy.
DETAILS The United Federation of Planets and Citali Autonomous Collective acknowledge each other as sovereign entities and agree to conduct interstellar relations in a manner befitting that status. Both governments further agree to abide by any current or future agreements or treaties signed in that capacity.
Upon signing, the United Federation of Planets will deliver to Citali the means to outfit twenty starships with warp drives. This will be accomplished in three phases:

Five complete warp drive power and propulsion systems, ready for drop-in retrofit to provide immediate FTL-capability to Citali starships.

Five matter-antimatter reactor cores and components as detailed in Appendix B sufficient to allow local construction and integration of five warp drive propulsion systems.

Ten shipments of dilithium and other components as detailed in Appendix C each sufficient for construction of a matter-antimatter reactor core and warp drive propulsion systems.
Upon signing, the Citali Autonomous Collective will establish a procedure for regular contact with UFP Starfleet:

Citali will provide Starfleet with intelligence reports regarding piracy and other activity as specified in Appendix D which is observed or encountered by Citali or its naval force.

Citali will provide one-time notifications to Starfleet upon its first new contact with any government or military representative of each of the following:
- The Confederacy of Azed
- Ikmore
- Kacam
- Ralin
- Viggo
