AAR: Urq and Kizal Peace Talks

LOCATION: U.S.S. Endeavour, Deep Space, Nwr Sector.

MISSION: Mediation of peace talks between the Urq and the Kizal.

OUTCOME: Peace talks abandoned after a foiled assassination attempt on the Urq delegates from the Kizal.

NARRATIVE: During an exploration patrol, the U.S.S. Endeavour inadvertently crossed into disputed territory between the Urq and the Kizal, and were labelled as a hostile target by both parties. After being pursued and attacked by Urq and Kizal warships in the following weeks, Captain Bishop managed to arrange preliminary peace talks between the two parties, with the U.S.S. Endeavour being neutral ground where the talks could take place. After a few more weeks of negotiations, the talks were scheduled on Stardate 96299.9 ((20th April)). As both the Urq and Kizal were both highly paranoid races, high levels of precautions were taken onboard the ship, including, the ship moving to Yellow Alert, decks 9, 10, and 11 evacuated save any security staff, and MACO Team 32 acting as bodyguards throughout.

During the talks, this officer, who was off duty at the time, received a comm call from Commander Faraday that an invasive plant species had suddenly grown and was working its way through the ship. Upon questioning, the Bolian officer on duty who was working on the plant had not followed proper protocol and had left the lab unattended during the five-hour cessation of non-essential tasks, causing the plant to grow exponentially. As the plant had tied itself around the ship's systems, we were unable to beam it off the ship, and to risk any other action would cause the peace talks to cease. This officer then decided to seal the bulkheads around the room the talks were proceeding as a precaution. As this officer made her way up to manually release the bulkheads, given the plant interfering with the ship's systems, it was noticed that the plant was moving towards the room that the talks were progressing. This officer quickly deducted that the plant was using the unique scent of one of the delegates to grow in that direction. After pumping Hydroponics Bay 1 with the scents of both delegations, the plant began to regress towards the bay, where it was able to be contained until the end of the talks.

During the rest of the talks, we were able to isolate which of the scents the plant was growing towards; that of the Urq. Digging into the history of the plant, we managed to ascertain that it was brought onto the ship during a survey of the NR-6731 System.

We then learnt that the talks had broken down when the Kizal delegates began to attack the Urq delegates. Captain Valencia managed to subdue the Kizal delegates, and the Urq were able to depart in safety. The Kizal were then released once the Urq had safely returned to their space.

RECOMMENDATION: The actions of the Ensign could have had highly negative repercussions on the talks. As it was, the impact of his actions was lessened by the actions of the Kizal during the talks, and it seems that the talks were a forgone conclusion before they had even taken place, but this does not absolve the Ensign from following proper lab and ship protocols. Disciplinary action will be taken against the Ensign.

Commander Jan and his security team must be commended highly for their exemplary performance during this highly charged event. Captain Valencia and her MACO team must also take some credit, performing professionally at all times, with Captain Valencia acting quickly to defuse the situation in the peace talks before any damage can be done.

There are unanswered questioned regarding the plant and its arrival onto the ship. An investigation has been launched into this plant.

Though the peace talks failed, Captain Bishop has been notified that the Urq no longer see the U.S.S. Endeavour as a hostile party and so we are free from Urq threat from the time being. Whether or not the Kizal will be as forthcoming is yet to be seen. The U.S.S. Endeavour will continue to act according to a non-interference policy, though we will help to mediate future talks should both sides agree.
