Sirs,

Be advised that, per an agreement negotiated by the Federation Diplomatic Corps, the Irreo adolescents, formerly of Echomet and lately boarded here on Deep Space 13, are to be returned to their planet of origin in approximately six days. Consequently, your departments are charged with the task of preparing the Irreo adolescents for their return journey and rehabitation on Echomet.

I have been given express instruction from Fleet Command that particular interest is to be given to ensuring their ability to communicate without the use of the translation devices developed in concert with our Engineering department, in the event that the Echomet government does not permit the devices to return with the Irreo adolescents.

Operations will need to prepare to debark the Irreo adolescents, making such provision for their personal property as may be necessary, and taking into account any restrictions that we may receive regarding the same. A careful reference should be made of any property that is taken off station against the reference declaration to what was brought aboard station by the Irreo adolescents; both the assay office and Security can and should be involved, as needed.

Counseling must work closely with the Irreo adolescents during their remaining time on board the station. It is possible that some of the Irreo will be reluctant to return to Echomet, whatever the case, notwithstanding any potential restrictions. For this purpose, I have authorised extra duty shifts for the Counseling department and, out of an abundance of caution, I have additionally activated the extended Counseling protocols developed in the wake of the embassy bombing earlier this year. This will allow extra counselors to be available not only to the Irreo adolescents, but also to any of the station personnel who may feel the need to discuss this situation in confidence.

Medical should provide final medical examinations and close out any ongoing treatment for the Irreo adolescents. The medical records of the Irreo adolescents should be transmitted, and any medical intervention carried out whilst the Irreo adolescents have been on station should be carefully detailed in those records.

Security will be responsible for providing for the safety of the Irreo adolescents up until such time as they debark and, moreover, will ensure that any instructions received, consequent to the aforementioned diplomatic agreement between Echomet and the Federation, are obeyed: this includes, but is not limited to, working with CMDR Sivath to ensure that the Irreo children do not possess any restricted material at the time of their departure from Deep Space 13.

Engineering should work with Security in the event that the translation devices are restricted by the Echomet government.

Please inform me should you have any difficulty with these orders.

LCDR Sedai informed me that Admiral Ashkeph is looking for data on the irreo districts.

While my counseling staff was combing through the original Echomet Federation Application and original survey materials for appropriate information with which to prep the children about their new home, they discovered several terabytes worth of information that were not linked to the main Echomet datafile.

Evidently, as part of their membership application, Echomet supplied the previous three years' worth of their own government's census surveys. While this data is not explicit in the way the Admiral would probably prefer, some useful information could potentially be inferred by various patterns. e.g. irreo districts are not labelled, but the population categories are reported by geography, so one could use the higher density of irreo respondents to reference what city zones may be primarily irreo.

I therefore forward this attachment to RADM Perim, along with a map of presumed districts generated by algorithim based on the demographic information. Please extend to the Counseling department my appreciation of the exceptional work they have done with the Irreo adolescents so far, especially including this latest information.

As indicated above, but I add a note of caution: because these maps are generated by algorithm based upon census demographic information, the borders of the presumed Irreo districts have a margin of error which increases based on distance from the centre of each district.

Thank you for the information, I'll see to it that it's forwarded along appropriately. The latest version of the agreement with Echomet will allow the children to keep whatever belongings they've acquired during their time with us. This includes their translation devices. Please update your preparations accordingly.

Additionally, in response to an increasing level of unrest regarding their return home, please increase the level of security around the children. Access to them is to be denied to all unauthorized personnel, including starship captains.

Sirs,

Effective immediately, access to the Irreo adolescents is restricted to personnel who do not possess a pass issued by me for that express purpose. Any person lacking such a pass is not permitted access to the Irreo adolescents in any form, including communication or simple visual contact. This restriction is in effect until the Irreo children debark the station, or until amended otherwise. The passes have been added into the general access protocols connected to security clearance.

I have already issued passes for each Department head, and for Counselors Hehsoiss and Sedai. In addition, de facto passes have been entered into the system for RADM Perim and VADM Ashkeph. Please note that no starship commander, nor any other person except those noted above, has been issued a pass.

If you are aware of an officer who requires access to the Irreo adolescents, please have them contact me directly to explain the reason, and the request will be considered.

In addition, please take note that the Irreo adolescents will be allowed to keep whatever belongings they have acquired heretofore. This includes the communication devices. Security, Operations, and Engineering departments should take this information into consideration as we prepare for the debarkation.

Finally, security on the Irreo adolescents is to be doubled. There has been an increase in incidents related to their departure and we should take preemptive action to limit the possibility of similar or escalated activity.

The aforementioned measures are to be strictly enforced.

I have not yet received instruction from Fleet Command that the Irreo adolescents are to be debarked to your ship. I expect this is simply an oversight, and so I have CC'd Rear Admiral Perim to verify those orders. Without confirmation, or new orders to that effect, my current orders establish that I cannot release the Irreo adolescents to you, nor will you be granted access to them. Therefore, the rest of this communique presumes the verification of your orders will soon follow, thus allowing the security access and debarkation herein described.

As you may know, I have been instructed to prevent access by unauthorised personnel, which I interpret to mean any access which is not strictly necessary, or which has not been otherwise authorised by those in supervisory command positions. Your orders to take the Irreo adolescents aboard your vessel for transport meets both of the aforementioned conditions and would therefore grant you access at the time the Irreo adolescents leave the station, but not before. However, your request is for access to the Irreo adolescents prior to their scheduled debarkation; after consideration, I have concluded that the reason you offer is acceptable as justification for access.

Therefore, I will provide you with the requested access, but your pass will not be activated and applied to your security clearance until two hours before scheduled debarkation. That will provide you ample time to meet with the Irreo adolescents and to answer any questions they may have about the journey to Echomet, even if their questions are numerous and involved. However, having been previously transported aboard Starfleet vessele, they are already familiar with the process, and their questions are likely to be few in number. The Irreo adolescents are already aware that they are soon to depart the station for Echomet, and so their questions about the reasoning, conditions, diplomatic process, and ultimate destination (amongst other topics) are already being addressed by Counselors who are--as you will no doubt readily admit--better trained than you or I to assist them.

Once aboard your vessel, security of and access to the Irreo adolescents will fall to you entirely, and at that point you will doubtless carry out whatever orders you receive from Fleet Command in the way that seems most effective to you.
