On Stardate 101609.5, the U.S.S. Mariner encountered a pre-warp interstellar vessel in deep space near the galactic south of the Itrin sector. The passengers and cargo of the vessel, under the effects of animated suspension, were in dire need of assistance and were recovered. They remain stable and in stasis aboard the Mariner until further notice.

It is the assessment of this officer that without assistance, the mission of this vessel, that being the survival of the saurianoid species aboard, has an extremely unlikely chance of success. With some examination of the situation and local star systems, there are multiple options with which to resolve this situation, each with an increasing danger of violating general order one. They are as follows:

  1. Minimal Assistance
    The crew of the U.S.S. Mariner will render no further assistance to the vessel, crew, and cargo. The crew and cargo will be returned to the vessel, whereupon the Mariner will depart. This officer is of the opinion that this option of minimal assistance should not be undertaken- doing so would in all likelihood doom the crew’s species to extinction.

  2. Minor Assistance
    The crew of the Mariner will rejuvenate the crew, and return them and the cargo to the vessel. The vessel’s heading will be altered so that its trajectory encounters a system with a more favorable planet (listed below). The Mariner would then depart. This officer is of the opinion that this is an acceptable solution, but not ideal. This option still has a distinct chance of mission failure, but it is not an inevitability. This option does carry a small risk of violating general order one- it is possible for the crew to discover a discrepancy between their originally targeted system and the new one, should they successfully arrive at the destination.

  3. Major Assistance
    The crew of the Mariner will rejuvenate the crew, and return them and the cargo to the vessel. The Mariner will tow the vessel at warp speed to the outer edge of a system with a favorable planet. The vessel’s computer systems will be set to wake the crew, wherupon they would presumably begin deceleration maneuvers towards the habitable planet. the Mariner would remain in system under silent running conditions to observe. Should disaster arise, the Mariner could- and likely would- render further assistance, detailed in the next option. This officer is of the opinion that this is the most ideal scenario. It has a very minimal chance of mission failure- the saurianoids would land on a habitable planet and begin the process of creating a new civilization. This option carries a noticable risk of violating general order one. The crew may notice discrepancies regarding the destination and the passage of time.

  4. Extreme Assistance
    The crew of the Mariner would resuscitate the crew aboard the Mariner, or in case of disaster in option 3, rescue them from the vessel before critical mission failure. The saurianoids would be informed as to their situation and, after some time to acclimate, be given the option of either being delivered to a planet of their choice, or be taken in as refugees and given a new home within the United Federation of Planets. It is the opinion of this officer that this option be taken only if absolutely necessary, as it would directly violate general order one. However, it would completely guarantee mission success.

Below is a list of candidates for colonization by the saurianoids. They are listed from least to most favorable.

  1. Tafor V
    This is a class L planet with remains of the Kilur civilization on it’s surface. Partially habitable but with ruins, this is the original destination of the vessel. It is an acceptable location, but it lies solidly within Azedi space- they have a firm claim and may have colonization plans.

  2. Visuvu III
    This is a class M planet that is already inhabited by another pre-warp civilization. If the natives are amicable, the saurianoids may have assistance with resuscitating their civilization. But this is not a guarantee- the natives may be xenophobic.

  3. D-2483 IV
    This is a class P planet. Habitable, but not ideally so. It lies a comfortable distance outside of Azedi space, leaving the saurianoids the time and the room to restart their civilization.

  4. Kilur III & IVb
    Kilur III is a class M planet, and Kilur IVb is a class M moon. Both have extensive ruins of the former Kilur civilation, which may provide a culture shock to the saurianoids- but it would make their regrowth easier. However, this system is very near Azedi space and may be in line for expansion.

  5. Droni II
    This is a class M planet with minor remains of the Kilur civilization. Ideally habitable, and the ruins may be a boon to the saurianoids’ regrowth.

Sir,

I must preface my response with the following disclaimer: without a formal and thorough research inquiry – which I am sure will take more time than you wish to wait – any preliminary opinion offered here should not be considered legally secure.

Please further note that my previous suggestion of dismissal of any worthwhile case against Captain Nimitz, whose actions have up until now only involved a single individual, should not be construed as a sign that there is no potential General Order One violation existing in terms of Starfleet’s involvement with the Saurianoid species as a whole.

Currently it seems that all options involving continued subterfuge only serve to further damage the Saurianoids’ right to sovereignty, so it is understandably tempting to pass that responsibility to the one individual we are allowed to have a conversation with. That said, it would be prudent to consider whether or not a single survivor should be the sole decider of their species’ fate, especially when four other adults were ostensibly chosen as guides and leaders for the next generation.

I think it’s time to speak to the survivor. I concur with the idea that he should have a part in the decision making of his people. Once we have spoken with him, speaking with the four other adults would also be prudent.

Let us move carefully here. As Commander Halsing mentions, we are walking on a very fine tightrope.
