Starfleet CIR: Romulan War Fleet Movements

ABSTRACT

SUMMARY

Starfleet

At present, Starfleet has committed five full fleets to the war effort. Current deployment as follows:

  • 2nd Fleet - Patrolling Sierra/Hobus Sector Border
  • 4th Fleet - Defensive formation at Tephrei
  • 5th Fleet - Patrolling Argelius/Rator Sector Border
  • 9th Fleet - Engaged in combat at Tri’Vokil
  • 42nd Fleet - Defensive formation at Chulan

Starfleet Intelligence asserts that the current deployment plan is sufficient to repel any attacks against Federation territory, and additionally capable of fully defending Republic space in the Sierra, Vendor, and Rator Sectors. Currently, only the 9th Fleet is potentially available for offensive operations, pending victory at Tri’Vokil.

To address the need for an offensive force, strategic planning for the utilization of task forces from the 27th and 38th Fleets is in progress.



Romulan Republic

The RRF has deployed virtually its entire force on defensive maneuvers at contested or strategically important systems. Starfleet Intelligence believes the RRF will be unable to attempt effective offensive operations without significant regrouping of flotillas.

Key location details as follows:

Tri’Vokil Tri’Vokil remains the largest ongoing battleground of the war. The 17th Flotilla has been reinforced by the 9th and 12th Flotillas, as well as the Starfleet 9th Fleet.

Jouret The 4th Expeditionary Flotilla has established a forward operating base in the Jouret System, providing standing defense of the Dyson Sphere Gateway and a launching point for reinforcements for Tri’Vokil.

Azure Sector The 5th Flotilla is patrolling the Azure/Unroth Sector Border, while the 3rd Flotilla is in defensive formation at New Romulus.

Dera Dera has been fortified by the 6th Expeditionary Flotilla, ensuring no attacks from the Gasko and Iconia Sectors can be launched towards Republic core worlds.

Unroth Sector The 14th and 19th Flotillas are deployed in defensive formation to the Haakona System. Due to the large enemy presence in Cirini Prime, These flotillas are critical to prevent the loss of The Vault. Likewise, the large population on Brea III prevents the redeployment of 7th Expeditionary and 12th Flotilla, currently defending there.

Beta Reticuli Beta Reticuli has fallen to the Star Empire. The 21st Flotilla is scattered and in full retreat, with most surviving elements in transit to Terrh or Khaiell. The 11th Expeditionary Flotilla has retreated and is bound for Chaltok. Civilian refugees evacuated from Beta Reticuli are being primarily transported to the Khaiell Colony.

Sienae The Sienae colony has been cut off from RRF supply lines and retreat routes, and is presently defended only by its local militia.

Terrh The 8th Flotilla, joined by survivors of the 21st, is engaged in combat in the Terrh System. Intelligence indicates these forces are likely to retreat to a more defensible position after evacuating the small colony and sabotaging the Viterium mines.

Chaltok The 2nd and 23rd Flotillas remain engaged in combat with a large Star Empire invasion force in the Chaltok System. Reinforcements are expected from the 11th Expeditionary and 18th Flotilla shortly, though enemy reinforcements are expected to match or exceed the Republic’s force.



Romulan Star Empire

The RSN appears to have mustered a far larger force than anticipated based on prior intelligence reports on the state of the Star Empire. While this raises the possibility that a significant number of warbirds and ground units may be sub-optimally equipped or simply inflated for appearance, until intelligence is able to verify that suspicion, war plans must continue to assume detected force estimates are legitimate.

Rator The RSE Capital appears relatively lightly defended, though prior reports and known doctrine suggest that a large cloaked force likely remains nearby. Republic Intelligence believes dissent within Imperial ranks may result in an undermining of the war effort, though Starfleet Intelligence has thus far been unable to corroborate.

Cirini Prime A large force of approximately 150 warbirds, cruiser-weight or greater, plus support vessels, is staged at Cirini Prime, which is the lynchpin of the RSE’s current war effort. Materiel convoys have been detected reinforcing Cirini from Rator and Agrama, and combat wings have been regularly departing for the Tri’Vokil and Beta Reticuli fronts.

Agrama Heavy military and industrial traffic has been detected passing through Agrama, some headed for the nearby front lines and some bound for Fvillhaih and the Iconia Sector.

Fvillhaih A heavily fortified starbase and drydock is under construction in Fvillhaih, presumably to anchor logistical support to the Noro, Vorn, and Iconia Sectors.

Beta Reticuli The RSN has secured Beta Reticuli and established a zone of control, bridging the Agrama and Noro Sectors and greatly shortening supply lines to Chaltok. Attacks on Sienae and Terrh are underway.

All other general surveillance of RSE systems has not yielded new or significant information. Tal Shiar and local RSN garrisons not committed to the front lines have been detected conducting routine/unremarkable operations throughout the Empire.

SUMMARY

Starfleet

At present, Starfleet has committed five full fleets and elements of an additional two to the war effort. Operation Guillotine was generally successful, and the Federation has since maintained a cautiously offensive posture. Current deployment as follows:

  • 2nd Fleet - Engaged in combat at Argelius/Rator Sector Border
  • 4th Fleet - Blockading Vendor/Agrama Sector Border
  • 5th Fleet - Engaged in combat at Argelius/Rator Sector Border
  • 9th Fleet - Engaged in combat at Tri’Vokil
  • 42nd Fleet - Engaged in combat at Tri’Vokil
  • Elements of 27th Fleet - Defensive formation at Cero
  • Elements of 38th Fleet - Occupying Cero, Sarita, Fvillhaih

Starfleet Intelligence has broadly divided the war effort into three fronts:

Northern Front Starfleet now occupies a stretch of space extending from Cero to the RSE boundary in the Lirss Sector. Starfleet Intelligence asserts that this positioning has will effectively eliminate war effort contributions from RSE assets in the Hobus, Dimorus, and Lirss Sectors. Counter-attack from Delta Corvi or Dimorus is exceedingly unlikely and these systems may safely be considered low-priority targets.

Central Front While Starfleet forces have been unable to reenter the Rator System, the Star Empire has been forced to maintain a significant force commitment to defend their capital. Starfleet Tactical Command is reporting RSE losses in excess of 3:1 in combat with the 2nd and 5th Fleets. The 4th Fleet’s blockade has extended into the Agrama Sector.

Southern Front Tri’Vokil itself has been largely secured and reinforced, though Starfleet and RRF forces in the area have been unable to make further progress towards Hfihar due to ongoing RSE reinforcement from Cirini Prime. Starfleet Intelligence expects that the RSE will be unable to sustain its current level of reinforcement to this front for more than 1-2 weeks.



Romulan Republic

While still losing ground, the RRF has managed to slow the Star Empire’s advance from Beta Reticuli. Given a major victory at Chaltok, Starfleet intelligence believes the RRF will be able to solidity its southern position and begin pushing back into Agrama and Noro within a matter of weeks.

Key location details as follows:

Southern Front The 9th and 17th Flotillas are committed to combat along with Starfleet forces in defense of Tri’Vokil, while the 4th Expeditionary Flotilla maintains security for Jouret and the Azure Sector border. The 3rd Flotilla remains in defensive formation at New Romulus.

Central Front Beta Reticuli, Sienae, and Terrh remain occupied by the RSE. The 14th and 19th Flotillas are defending against an active assault of the Haakona System. Starfleet Intelligence believes these flotillas will only be sufficient to withstand the current level of attack. If the RSE commits additional forces from Agrama or Cirini Prime, Haakona is likely to fall. It is therefore critical for Starfleet to maintain current posture in these areas. The 8th Flotilla remains engaged with an RSE offensive fleet in the Noro Sector. Though some ground has been lost, this battle is preventing reinforcements from reaching Chaltok via the direct route. The remains of the 21st Flotilla are in defensive formation at Khaiell, while the 7th Expeditionary and 12th Flotillas are stationed at Brea to prevent encroachment on the Mylassa pass.

Eastern Front The RRF counter-attack, “Operation Unbroken”, was extremely successful. While the Republic’s core worlds were briefly exposed, the RSE was unable to capitalize on the vulnerability. The operation allowed for a major victory at Chaltok, resulting in the surrender of local RSE forces to the 11th Expeditionary and 18th Flotillas. The RRF has successfully occupied Gasko and Aith’ndor. Pictae and Nopada are expected to capitulate to the 6th Expeditionary and 23rd Flotillas respectively within the week. The bulk of the RSE forces in the area are engaged by the 2nd Flotilla at T’iokol. With the loss of resupply from Fvillhaih, Starfleet Intelligence expects the RRF to have little difficulty pushing the Empire from the Iconia and Vorn Sectors.
