The following is a layout of the operation plan as ordered by Vice Admiral Aluk for forward to Starfleet Command, the following officers were involved in the planning:

Operation Cold Turkey is a three phase plan as follows, utilizing support of Admiral T’Nae’s Ninth Fleet and other elements assigned to the Romulan Frontlines, and the Romulan Republic.

  • Phase One, the Ninth Fleet crosses into the Khazan Cluster to approach the Aragma System, this move will highen the Imperial Navy to issue a response fleet to block off the approach.
    While the Ninth Fleet draws the attention of the Star Empire, in the Jouret and Brea systems Two Task Forces from the 38th Fleet will simultaneously depart and head into the Hfihar and Unroth Systems and take control.
    Both systems are lightly manned by Imperial Forces, but in doing so, will cut off both the Aido and Sitor systems from the Empire, allowing Allied forces to invade and occupy. The goal of the first phase is to draw off Imperial forces from their current offensive with the Republic space and provide a buffer zone for New Romulus.

  • Phase Two will be to invade and occupy the Gasko System, located within is a Tal’shiar intelligence post. In occupying Gasko, two main objectives will be secured.
    First, the location of Gasko system allows the isolation of two more systems from the Star Empire and their supply lines, Nopada, and Pictae systems. Both would be vulnerable for occupation by Allied forces
    Secondly, by occupying a key Tal’shiar outpost, we stand to gain access to current intelligence within the Empire as well as valuable information about the status of their fleets and movements, as well as counter intelligence.

  • Phase Three. Invasion of the Fvillhaih system.
    The Fvillhaih system is currently being used as the staging ground for the Imperial Navy’s Eastern Reaches, setting up fortified supply lines, Starbase and shipyards. With this system they will conduct attacks within the Eastern Front of the Republic territory and allow them to push inward. By taking Fvillhaih, we take out their key staging ground for the area, as well as cutting off the following systems
    NGC-2447, the B’Tran Cluster, T’iokol, and Aith’ndor.

While this plan is bold, if successful, it would lead to a full third of the Romulan Star Empire under occupation by Allied Forces, and grant much needed and urgent breathing room for the Republic Military Forces to regroup.

It is my professional opinion that the Fvillhaih system will become a key system for the Romulan Star Empire’s war machine and its loss will cause a set back they will not recover from.

ALCON,
I was instructed to mention an idea I had for a ‘smoke and mirrors’ fleet build up as a distraction to obscure our real movements. This would involve using ships that are in mothball but still retain a spaceframe that is somewhat flight worthy.

The plan is as follows:

  1. The ships in question would be rigged for skeleton crew operation. Since these ships will act as a decoy and not expected to meet combat worthiness a full crew compliment would not be necessary.
  2. Most of the ships would be set up for remote operation from a central ‘master’ ship that will be commanded by the skeleton crew. Again, permissible given their status as merely ‘there for looks.’
  3. High EPS conduit activity, shields, and dummy/training phasor mounds that can be seen as weapons hot on enemy sensors should be installed. Life form scrambling can assist with the illusion of ships with a full crew compliment as well, though not for long to the experienced sensor tech. Holographic projectors can assist with masking the ships’ ages, though I as an experienced tactical officer with knowledge in sensor operation, I would advise against getting to elaborate with changing the shape of the space craft in question.
  4. To further enhance the illusion, non-AI* automation could be used to cause the shields to raise and the weapons to go hot upon the approach of ships lacking proper IFF protocols.
  5. Depending on the final plan, this ‘veteran fleet’ would be parked where the RSE would expect us to be, perhaps the ‘Southern’ end of the Sierra Sector? In my mind they would potentially try for a surgical strike at Sierra 39 as that is a logistical hub close to Rator and thereby the logical staging point for operations. There are obviously things I am not privy to so I will on suggest this loosely.

This is a risky mission, though I would not see need for the skeleton crews to stay on the ships once they are placed. I would set this as a voluntary operation, one that since I have recommended it will volunteer to take part in. Once the ships are placed and automated routines are set in motion we will depart via small craft back to a designated meeting point for our respective fleet.

*I would implore command to avoid the nonconsensual use of AI or EH personnel for this as this violates what I feel is the spirit of UFP stance on sentient rights as defined over the last two hundred years. Should they volunteer, these holographic personnel should be evacuated with the crew as part of this operation.
