It seems as though Tanzar Meratti was a fairly frequent personal logger. Though there's no discernable pattern to when he made entries or their length, sometimes making as many as multiple entries for a given day or skipping days and writing very little. But generally speaking there's never any period longer than a week where he didn't record his thoughts.
The recorded files are perfectly intact, no signs of tampering, and stretch back as far as the counselor's first posting on the U.S.S. Bunker Hill.
The last entry was made on Risa, ostensibly the evening before the counselor boarded the Hirson alone to return to DS13.
The last of the courses at the Risian Cultural Exchange have finished and I've said goodbye to all my students. I already notified the exchange that I couldn't complete the remainder of the term due to the relocation of Project Listen to Deep Space 13, so there's nothing left for me but to board the shuttle and head off.
I'm really going to miss teaching, actually, it was nothing short of extraordinary fun. Exasperating at times, but largely entertaining, plus it's Risa so I don't think it's out of line to think that the people who choose to learn here are ... more willing to have fun, let's say. Suffice to say, I'm seriously considering coming back here for another term, once Project Listen wraps up, assuming nothing more interesting shows itself.
In summary of the last couple months' worth of entries, Meratti's primary business on Risa was specifically for Project Listen, but he chose to enroll in courses at the Risian Cultural Exchange center to fill the time, both as a teacher and a student. The courses he taught were focused on behavioral psychology.
As far as Meratti's leave is concerned, the U.S.S. Pippin had just finished a tour of duty as Merrati's involvement with Project Listen spiraled up, so he felt it was as good a time as any to take leave and seriously consider new career trajectories. He'd served on starships for a good 10+ years and looking for something new.

In accordance with the ongoing investigation into the death of Counselor Tanzar Meratti, it is requested that you relinquish to station security any and all personal information that you or your team may possess that was provided by or about the late counselor.
I understand that your work includes the creation of a personality matrix that uses data from the lives of the templates. One possible motive for murder would be the prevention of the spread of information from Meratti's past through the distribution of his holographic doppelganger. Uploaded personal logs, along with any other facts, summaries, or questionnaires will be required, regardless of whether or not they have been incorporated into the hologram.
In the event that there are any confidentiality agreements or issues in place, an official order from the Regional JAG Office can be arranged.

This is an interesting theory, Captain. I appreciate being informed of the investigation's progress and most recent headway.
I will, of course, supply the investigation officers with any materials that are deemed relevant. I assume Merrati's personal logs have already been made available to you, but as head of Project Listen, I am also able to release to you all data we collected on the subject for the creation of his template. If any confusion arises from understanding it, I will assign one of my aides to discuss the material and clarify where necessary.
Please don't hesitate to ask if there's anything additional. I am as anxious as you are to get to the bottom of this mystery and see to the safe conclusion of my work.

Between the personal logs, Merrati's record and Project Listen's gathered data, these are the summarized aspects of Merrati's career that seem to stand out. Whether there was something worth "covering up" in any of them is harder to determine without further investigation.
At the end of Merrati's time with the Bunker Hill, crew morale was remarked to be at an all time high, with psychological health issues/incidents at a record low. Credit went to the Bunker Hill's counseling staff in its entirety.
Upsmoria, Mylasa Sector
Designation: Class K satellite
Political Status: Federation research colony
On routine patrol, Heracles investigated what was reported as a hostile takeover of the Upsmoria colony by Romulan refugees. Heracles crew was instrumental in the negotiation talks. Merrati played a critical role in establishing trust with the refugees and was methodical in his efforts to help inform groups of individuals on their desired paths to a more stable lifestyle. Commendation awarded.
Lutov System, Vendor Sector
Designation: Class M
Political Status: Neutral
Starfleet Command directed Heracles to Lutov to participate and mediate in ceasefire negotiations with multiple sentient species native to the Lutov System. Heracles crew served multiple roles, helping with minor crises among the aliens as well as administration of the peace negotiations themselves. Merrati endeared himself in particular with citizens of Lutov IV, which had suffered the greatest from interplanetary war. Commendation awarded.
Cluyocury VI, Kalandra Sector
Designation: Class M
Political Status: Federation protectorate
Starfleet Command directed the Pippin to the Cluyocury System in response to the planet's need for third party intervention in a territories dispute with the nearby system of Jatune, whose natives experienced unexpected civilization development and had recently catapulted into warpfaring status. First contact was made with the Jatune citizens, spearheaded by Pippin's Captain with Merrati as second.
Echomet Prime, Kelterre Sector
Designation: Class M
Political Status: Neutral, currently applying for Federation Membership
Pippin responded to distress call from an Orion vessel several light years from the Echomet System, whose passengers requested return to Echomet Prime. Crew of Pippin became involved in representing the Federation to the Echomet civilization, while simultaneously surveying for the purposes of updating Federation records on their progression. At the end of the Pippin's sojourn, Merrati stayed an additional two months on planet as Echomet requested an aide in understanding/educating their people on Federation matters.

Following interaction with Counselor Sedai's Project Listen holographic representation, I would be negligent not to relay concerns over the security precautions being implemented to protect the identities and privacy of the individuals modeled. My albeit brief interaction contained easily overlooked pointers such as the hologram referring to its template with gender-appropriate pronouns. Given enough interaction via expert interrogation technique, I fear it would be possible to glean specific and identifying information about the modeled individuals. Given the history of the project, I cannot in good faith commend proceeding with a public release of Project Listen until these points of breach can be fully investigated and closed.
I would recommend a thorough interrogation of one such holographic representation to identify elements for improvement, both as a protection of privacy and as a precaution against further criminal activity. I am willing to undertake this task. Furthermore, in light of public sector resolution delinquency, I am requesting full release of documentation on the Tanzar Meratti case and leave to pursue all investigative avenues relating.

It is my understanding that the individuals being templated by Project Listen have all agreed of their own volition to publicly release a holographic representation of themselves for private use throughout the Federation. While recent events have brought up safety concerns, unless the participants choose to withdraw that permission for use, I have no grounds or jurisdiction for filing protest. If you wish to attempt to obtain a different response, you are free to voice your concerns on your own time to Vice Admiral Fargo on Ganymede Station.
In reference to the ongoing Merrati case, however, you are granted permission to continue the investigation alongside station security. Full documentation and relevant information has already been released and can be made available to through the security department. Good Luck.

Merrati was widowed, his wife having passed away from an untreatable sort of cancer roughly six years ago. They had no children. Merrati is survived by his mother, currently living on Betazed.
Since the original report was filed, additional investigation into the manufacturing of the field diverter generators has been completed. The defects have been traced to the significant impurities in the dicosilium used to construct the generators, a compound which is necessary for giving the forcefield optics sufficient structural integrity. Traces of bioplast were also discovered, which is not typically used in the manufacturing process at all.

The Risan 'Project Listen' team was hosted in province #23, which was subjected to a severe weather regulator malfunction, which caused the huts in which the team and their equipment was housed to flood. The incident forced the team of six and their three subjects to relocate to DS13.
Interruption of weather regulator service remains the #1 issue to plague Risa's shores, and the vast majority are caused by overdue maintenance procedures, so investigation into every service interruption is sometimes half-hearted. It remains possible that the service interruption was sabotage, but flooding destroyed most of the ability to track back those forensics.

The list contains Lieutenant Commander Sedai's name, as well as Tanzar Merrati's, as the representatives of the Betazoid species.
Tanayl and Zoima were selected as the Risian representatives.
There are 26 other dossiers, covering a wide gamut of species and genders.
Referencing back to an incident almost three years old now, when a fighter squadron was undergoing training maneuvers and collided with a pleasure tour cruiser. All vessels ended up crashing into the Embassy below, resulting in roughly twelve hundred casualties. There is nothing to suggest that the incident was anything other than a terrible accident. Emergency recovery efforts were coordinated by Starfleet and many others. The Casperian government eventually decided to tear down the standing wings of the Embassy and rebuilt the entire thing anew. Relevant news article.
The Tinashe Embassy, as it was renamed, continues in good service today. Their medical facilities are headed up by Commander-Doctor Aubrey Harper.
