Subj: Inappropriate Conduct of Starfleet Officer; TR-928-3023 IEP
This report was carried out under the study and sworn neutrality of Starfleet officer CAPT Morton, Coby under authority provided by Starfleet’s 38th Fleet Adjutant’s Office.
On Stardate 100104.2 this officer received a formal written complaint from CMDR Tolar, Amathel against CAPT Mirazuni, Ayesha under the accusation of inappropriate conduct unbecoming of Starfleet personnel.
The complaint was reviewed under scrutiny of this officer and determined further investigation was to be exercised under this officer’s jurisdiction; after carrying out a series of interviews with officers present during time frame of assignment specified by CMDR Tolar, Amathel this officer has reached the following conclusion:
PARA_ALPHA
Due to action undertaken by CAPT Mirazuni, Ayesha on Stardate 100070.7 the chain of command present onboard USS Dauntless NCC-71879 was jeopardised when aforementioned officer, acting in an observational capacity, disrupted and caused potential confusion between bridge officers when producing orders to bridge staff, who were already carrying out orders of Officer in Command, CMDR Talor, Amathel. While no serious incident resulted from this confusion, the potential under circumstance of assignment could have proven fatal should the situation have deteriorated suddenly, which wasn’t outside of possibility.

CMDR Tolar, Amathel on Stardate 100070.7 failed to verbally assign an officer in command of USS Dauntless NCC-71879 when exiting the bridge to the vessel’s ready room with CAPT Mirazuni, Ayesha. This incident lead to mild confusion momentarily as to whom held the conn.
PARA_DELTA
Action undertaken by CAPT Mirazuni, Ayesha on Stardate 100070.7 produced an un-sterile bridge, displaying complete lack of understanding for current chain of command not only witnessed by on-duty assigned bridge officers, but from a ranking member of a foreign government also present in an observational capacity, as well as a member of the Federation Consulate. This act displays negligence and either complete lack of situational awareness or a deliberate display of contempt for Starfleet regulation and protocol, not befitting standards expected of a senior Starfleet Officer.
PARA_ZETA
Verbal action undertaken by CMDR Tolar, Amathel on Stardate 100070.7 in the readyroom between CAPT Mirazuni, Ayesha was considered to be non-productive in solving apparent conflict between officers, possibility of renewal of protocol conduct and potential conflict within-command seminars for all senior staff requested to be considered.
PARA_GAMMA (Extension; non-crucial observation)
Action undertaken by CAPT Mirazuni, Ayesha on Stardate 100070.7 produced an unhealthy professional environment aboard USS Dauntless NCC-71879 during a hazardous mission assignment, following incident mentioned in PARA_ALPHA the accused officer remained present on the bridge, despite offering no active assistance or observation prudent to mission criteria. This shows a potential extension of CAPT Mirazuni, Ayesha operating on the brim of being emotionally compromised, her pride being put before standard operating safety and procedure; the aforementioned officer should have removed herself from the bridge after being made aware her presence was negatively impacting the command of CMDR Talor, Amathel.
It’s this officer’s recommendation that CAPT Mirazuni, Ayesha receives a written disciplinary surrounding her conduct as an officer on Stardate 100070.7. This officer also strongly recommends attendance to a refresh on Starfleet protocol for observing officers present on starships under the operational command of peers, regardless of rank or current standing-order organisation. This is for the benefit of both CAPT Mirazuni and the 38th Fleet’s chain of command.
It’s to be noted her conduct during interviewing process was less than desired, however this officer can understand the pressure and potential review of the situation that would put upon such an officer in this position.

The following opinions have been made by this officer’s external awareness of CAPT Mirazuni, Ayesha- the details discussed below have no bearing on the suggestions nor investigation detailed above.
It’s this officer’s observation that CAPT Mirazuni has operated under previous assignment with much decorated success, yielding results and forming a vital backbone of the 38th Fleet’s squadron rotation. As an officer, she had proven herself to be above surplus and a valued member of this fleet’s roster. This report serves not to detract from the aforementioned officer’s character or well earned career milestones as a whole, but to simply bring to light some unfavourable habits that could be detrimental not only to CAPT Mirazuni’s career, but also to officers serving under assignment alongside.
CAPT Mirazuni expressed acknowledgement of misconduct, however when pressed showed no remorse for her actions, even going as far to state that another officer had caused her to respond in such away.
It’s then this officer’s external suggestion that senior officers throughout the fleet be offered refresh courses on protocol, under the basis recent events may have caused an unintentional complacency within active duty, although more specifically within isolated extended assignments. While commanding officers exercise their right to a particular and personal command style- it should be actively encouraged to remind all officers especially of a more junior disposition to operate within the same underlying parameters expected of them regularly.
