MISSION: Under Two Falcon's Eyes
OUTCOME: RRW Saeihr transported Starfleet personnel to Liyan Cluster with escort provided by RRW Inyadar. Made contact with Romulan Empire forces. Reestablished contact with KIRRSHAN CONFEDERACY

NARRATIVE: The original contact with the Kirrshan Confederacy and Gad Unified Council occured approximately two years ago. During which a state of near conflict existed between the two major powers. At that time Starfleet officers negotiated an agreement between the two powers and the USS Braga has been assigned to the area every since in a dual capacity of hosting a diplomatic delegation to oversee the the agreement and to continue scientific study of the area.
Whilst an accord was struck at the time and the USS Braga has been on station, there have only been piecemeal attempts to follow through with the agreement struck two years ago and unfortunately the situation whilst not escalating dramatically has seemed to fall off the radar of Starfleet.
Several weeks ago Starfleet Intelligence detected the redeployment of several assets within the Romulan Star Empire. Following up on those movments SFI was able to detect and track a fleet of 15 Empire vessels traversing from Empire space to the Liyan Cluster. An important note made by SFI is that the Romulan flotilla did not cloak or otherwise try to hide their course. Instead traversing above and over the Galactic X axis to circumvent Federation territory.
The flotilla was made up of 15 vessels Basically; eleven Mogai class and four D'Deridex (two of which have been identified as the IRW S'Tlaon and IRW S'Tev). This force is under command of T'Rehy Solius an officer known for their loyalty, though with no known direct connections to Sela or the Tal'Shiar.
As the flotilla's destination became clear SFI was also able to come across intelligence that suggested that the Gad Unified Council had reached out to the Romulan Star Empire and that this flotilla may be invited or form part of the Empires response.
DS13 Intelligence Department received a communication from Capt. Wu Preston, Starfleet Intelligence liasion to Mol'Rihan, who requested that an officer accompany a mission that had been arranged by Romulan Republic Command, these orders were confirmed and approved by Republic Senatorial Committee for Military Affairs. With much of the fleets senior officers currently away on leave Captain Preston approved my deployment on the mission given my experience.
Attending a briefing for the mission the Romulan orders as voiced in my presence were to asses the Imperial Presence in the Cluster and protect Republic Interests. I made it clear that I was present as part of continued Alliance cooperation as well as to support out allies and represent Federation interests given that the Cluster is in our back yard and the potential interference of the Romulan Empire could cause future issues.
Arriving in the Cluster once the Republic vessels had been detected the Romulan Empire vessels increased their speed towards the Gad territory.
I encouraged CDR Mnheia to hail the Empire forces before the entered GAD territory. The Commander was hesitant at first but relented after some encouragement.
The Commander and Admiral Solius exchanged pleasantries with the admiral making the usual comments regarding rebels. Commander Mnheia attempted to invite the Admiral to a reception to a 'diplomatic conference' though none existed (and the Admiral pointed this out). The commander was able to convince the Admiral that they were ferrying Starfleet personnel to the USS Braga to check in with the diplomatic delegation stationed there and that was the conference mentioned.
At this moment several vessels were detected on an intercept course with us and the Romulan Empire vessels. These new contacts were coming from the Kirrshan Confederacy. I assumed that this action could be the Confederacy attempting to stop the Empire from arriving in Gad territory, I was correct. The Imperial squadron had powered up weapons in response to the incoming vessels.
Hailing the Kirrshan forces they requested to speak with a Federation representative, fortunately I was present.
I spoke with an Admiral Tul of the Kirrshan Confederal Navy, who stated their presence was a show of force and determination. I outlined that such an action rather than convincing the Imperial forces to retreat and not enter Gad territory would probably provoke them and make the situation worse.
Admiral Tul outlined that they were frustrated with the past two years of Federation 'mediation'. I apologised and asked for a little faith in the Federation to help the situation. After an exchange Commander Mnheia also contributed. Admiral Tul stated that it was likley that his government would be interested in speaking with a representative of the Romulan Republic. The Kirrshan forces agreed to stand down and the Imperial force continued its course and reached Gad territory.
RECOMMENDATION:
Increased presence in the Cluster is required both in the form of diplomatic resources as well as others. Increased monitoring of the situation is required. In particular it is crucial I feel that this situation not spiral into a proxy war with the Gad being backed by the Romulan Empire and the Kirrshan being backed by the Republic (given the Kirrshan Admirals insinuation that they would be eager to speak with a Republic representative and their frustration with the Federation). Therefore Starfleet and the Federation should ensure that they are involved in negotiations with both sides to ensure a peaceful deescalation of the situation.
A more in-depth analysis of the situation is required by DSB13 Intelligence division in order to prepare future response scenarios. This could involve military action or a peacekeeping force to establish a buffer zone between the two territories.
