NARRATIVE Upon arriving at the designated coordinates just outside the Tabal system, the USS Aspasia, accompanied by the USS Attar (under Captain Timoreev) and the USS Endeavour (under Captain Mirazuni), dropped out of warp. We were immediately met by a formidable defensive formation consisting of two dozen Luwiyan Commonwealth Defense Force (CDF) vessels and numerous support craft. The armada was anchored by their flagship, the CSS Crimson Sunrise.
Contact was established with Tri-Panamuwa, a member of the Luwiyan Triumvirate. As a gesture of goodwill and to defuse immediate tactical posture, I complied with her request to take our weapon systems offline. Following a brief consultation with Captain Timoreev, it was decided that Captain Mirazuni would remain behind with the Endeavour to coordinate our task group, while Timoreev, myself, and civilian historian Daneel Jackson beamed aboard the flagship.
Before departing, Captain Piyamaradu issued a discrete warning regarding the presence of a Director from the Commonwealth University’s Special Collections Department, noting the intense, often uncomfortable political clout this sovereign academic elite holds over the government.
We were received on the Crimson Sunrise in a formal lounge by Tri-Panamuwa, Supreme Marshal Ishtapariya and Captain Mashuiluwa of Commonwealth Defense Force, and the Director of the Special Collections Department.
To break the ice and establish a bridge of cultural respect, I presented Tri-Panamuwa with a diplomatic gift: a 25-centimeter-tall glass replica of the Great Pyramid of Giza, resting upon a beautifully carved platter of Lebanese cedar. I explained that this glass artifact represents one of the oldest human-made structures on our ancestral homeworld, Earth - built nearly five thousand years ago by ancient astronomers and mathematicians to track the movement of the stars.
The gift had an immediate impact. The Director recognized the architecture instantly, and Tri-Panamuwa noted that their own ancestors had built structures with similar stellar purposes, setting an intrigued, collaborative tone for the remainder of the exchange. Following the initial reception, Captain Timoreev and the rest of the delegation retired to a formal banquet, leaving Tri-Panamuwa and myself to conduct private, high-level historical discussions.
Utilizing a flexible geographic display map of Earth’s ancient near-east, I outlined the shocking parallels between Luwiyan mythology and Earth’s archaeological record:

The Myth of Relocation: Luwiyan tradition dictates that their civilization was born roughly 5,000 years ago when the Storm God Tarhunt, the Sun God Tiwat, and the goddess Shawushka rescued their ancestors from an onslaught by the brutal Ashuri in the “Sacred Land of Hatti,” relocating them to the planet Leukothea.

The Earth Correlation: I demonstrated that approximately 5,000 Earth years ago, a region known as Anatolia (the Land of Hatti) was home to civilizations utilizing the exact same names, including the cities of Hattusa and Karkemish, who worshipped a dominant Storm God and fought bitterly against a southern empire known as the Assuri (Assyrians).

Secular Hypothesis: I presented the theory that the Luwiyans were originally an Earth-based Hatti subgroup relocated to this cluster by highly advanced interstellar entities operating under the guise of “gods”. While Tri-Panamuwa was visibly astounded, I emphasized that the Federation views this strictly as a matter of secular history, and that this discovery in no way diminishes the fact that the Luwiyan Star Cluster is the true cradle of their unique civilization.
Tri-Panamuwa provided an insight into the multi-layered governance of the Commonwealth, which governs 38 member states across 9 systems:

The Executive and Legislature: Executive power is shared between the three-member Triumvirate and The Council (composed of representatives from all 38 states). Legislation proposed by the Triumvirate must pass both the Council and The Congress, a popularly elected citizen assembly.

The Sovereign University: Confirming Piyamaradu’s warning, the Triumvir explained that the Commonwealth University is actually a sovereign member state. Though small geographically, its Directors hold full head-of-state prerogatives. Because the University educates the vast majority of the Commonwealth’s ruling class, it effectively steers the long-term political trajectory of the entire cluster.

Historical Unification: The cluster has a bloody history; approximately two centuries ago, the United Nations of Luwiya completely annihilated a rival institution, the University of Kinalua, via orbital bombardment. It was only the sudden, external existential threat of the Ashuri 70 years ago - beginning with the slaughter of five million colonists during the Samsat Terror - that finally forced the fractured states to unify into the current Commonwealth.
The Triumvir confirmed that after a decisive Luwiyan victory at the Battle of Leukothea decades ago, the Ashuri retreated, and their attacks ceased until the recent ambush on Piyamaradu’s vanguard.
I informed Tri-Panamuwa that our bio-sensors detected no carbon-based lifeforms aboard the Ashuri vessel we encountered, indicating the ships are either fully automated or piloted by non-carbon entities. Troubled by this revelation, the Triumvir requested our sensor telemetry. I agreed to share the Aspasia’s data in exchange for the Commonwealth’s historical logs on the Ashuri, noting that Captains Timoreev and Mirazuni reserve the right to decide independently regarding their own ships’ data.
We have agreed to reconvene in one standard Luwiyan day. I will utilize this time to consult with Starfleet Command on how best to proceed with a civilization that may share a direct, disrupted lineage with Earth.
RECOMMENDATION I will consult with Captains Timoreev and Mirazuni, and Mister Jackson, upon the conclusion of the formal banquet, but as of this moment, I am uncertain how to proceed with this unique situation. While Luwiyans are very likely ancestral Hatti group, it makes the proceeding of this First Contact a very delicate matter. I will consult 38th Fleet Command and the Diplomatic Corps on how to proceed best.
