NARRATIVE Preliminary star system survey of POI-B-3047 proceeded without incident; USS Heimdall and Reyga confirmed each planetary finding and proceeded to short range scans of each. Both vessels rendezvoused in orbit of the M-class (planetary body IV) when it was discovered that settlements containing Bolian lifesigns were present on the surface.
The settlements are of fairly low technological level (steam power only, no digital signals or any acceptances of hails) and currently in their âfrontierâ phase of expansionist civilization. With no evidence that any Bolian colony vessels had ever gone astray, nor reports that any Bolian colonization attempts had ever been made in this region, the decision was made for an away team to investigate one of the settlements in an attempt to discern how the Bolian colony came to be. Non-Bolian personnel were provided with cosmetic holo-emitters to aid in covert observation.
Away team was able to confirm that the species individuals are physiologically and genetically identical to the Bolian species as we know in it in the modern day Federation. Investigation into how this population came to settle on this planet is still ongoing.
The name âDaleikeâ has been selected as the working name for the star system, as provided by the natives for the town the away team is currently performing their investigation.
RECOMMENDATION If Command sees fit to send additional reinforcements for this investigation, it would be welcome. I feel the native population is sufficiently unaware of the possibility of alien life that additional investigative teams would not be suspect.

ADDENDUM Away team continues to make steady progress in understanding the local society and uncovering potential leads.
Crewman Brohm was able to procure a sample of the societyâs currency, enabling the Reyga crew to replicate quantities for all of the away team.
Captain Nimitz made contact with local authority figures, learned more about the local power dynamics, and documented the townâs official âclaim mapâ for the regionâs diamond mines.

ADDENDUM We have a particular theory regarding the establishment of this Bolian colony.
Captain Nimitz assisted us in procuring a typical glass that was used in the Daleike saloon. Reyga crew then replicated 30 of these glasses and embedded genome samplers within their rims. During the saloonâs closing hours, we substituted them in for the saloonâs set so that they could collect samples for us during the day. (These glasses were then retrieved / re-replaced the following evening.)
This allowed us to collect approximately 122 individual DNA samples, from which to build a general guesstimate regarding the genetic diversity of the Daleike population. Our analysis suggests that the genetic profile is unmistakably Bolian and most likely descends from a single founding group of approximately 1,000 - 1,500 individuals, based on the bottleneck signature.
Cross-referencing this with the linguistic drift analysis from a newspaper that Crewman Brohm delivered â which suggests divergence from Bolarus approximately concurrent with the early propagation of written language â our current hypothesis is that this population was isolated from Bolarus some 3,000-5,000 years ago. This is further reinforced by the genetic variance study which discovered that three Bolarus-Bolian genetic markers that evolved approximately 3400 years ago, 2800 years ago, and 2400 years ago are not present in the Daleike population, indicating that they are descended from a Bolian population at or before that time.

ADDENDUM Capt. Tyrstoc and I took a walk up the hill to the home of Mr. Zelmur, the first man to strike it rich mining diamonds in Daleike. Representing ourselves as cartographers conducting a land survey for the railroad company, we gained entry to Zelmurâs house and engaged him in conversation. A few notable facts we drew out of him include:
- Tension between local authorities (aligned with Mr. Zelmur) and an antagonist identified as Mr. Drassik appear to be close to boiling over. Drassik is alleged to have killed five of Zelmurâs men and shanghaied an undisclosed number of workers this month.
- Local law enforcement is not trusted to keep Mr. Drassik under control. The current sheriff is a Mr. Koss. It was implied that his predecessor was killed by Drassik.
- The diamond rush fueling this conflict began with Mr. Zelmurâs discovery approximately 12 years ago.
- A shipment of diamonds and some curious archaeological find is set to travel to another settlement (âFirstlakeâ) tomorrow. Seems that the authorities want to use this shipment as bait to lure Mr. Drassik into a trap, but are concerned they donât have enough hands to prevail.
- Mr. Zelmur explicitly attempted to recruit us to his cause, offering favors related to our cover story in exchange for working as hired guns.
- The relic fragments traveling by train were discovered while mining with explosives, and were described as pieces of a statue or pillar. A request to inspect the artifacts was denied pending agreement to the aforementioned mercenary contract. As a sweetener, Mr. Zelmur offered to show us the âhollowed outâ chamber those fragments were taken from.
- An unknown party associated with Firstlake College is to receive the relics, should they arrive intact.
- Mr. Zelmur is not interested in selling his property.

ADDENDUM Following up on a suggestion from a local that I should check the Courthouse for regional maps and charts, I met Daleikeâs town Sheriff, a man named Koss. We spoke of the plan Commander Khet noted in his addendum, regarding the bait shipment to lure out the individual known as Drassik. Mr. Koss also expressed his concern that their plan would fail without additional support.
I would like to formally request approval to assist. I acknowledge that we have operated so far with the interest of minimal interference, but we have been able to prove that these are Bolians, sharing ancient linguistic, cultural, and genetic traits which indicate a split from the Bolarus native population. Regardless of their apparent technological level, the natural development of these people has already been altered by their relocation from Bolarus. Something went wrong here a long time ago, and the people who survived need our help.

ADDENDUM The mission team met again to discuss requests for assistance we had gotten from Zelmur & Koss. All parties seemed to agree that it was a good idea to assist the town authorities, myself excepted. My objection that we had no business interfering in these peoplesâ affairs was overruled. Discussion moved on to how best to defend the train shipment with minimal loss of life. I raised the concern that handing captives over to local law enforcement might just kill them indirectly, but this potential outcome was deemed acceptable. Eventually Capt. Tyrstoc proposed a plan to use extra personnel and mostly period-appropriate technology to defend multiple control points, which was accepted by Capt. Nimitz.
Once aboard the train, PO Brohm and I proceeded to the boxcar containing the crate of relic fragments, which I opened. Strangely, the green shards embossed with unknown symbols appeared not to register on tricorder sensors. Visual analysis of the symbols indicated connection to âPreserversâ or âProgenitorsâ. Further study is recommended.
Before long, the train was attacked by bandits, as expected. The bulk of hostilities occurred near the rear end of the train, away from my view, but a trio of bandits approached the front end attempting to derail the train by throwing timed chemical explosives at the engine. Deeming the threat to life and limb for those aboard the train to outweigh other considerations, I threw a prybar at the bandit carrying the explosive supply and successfully dismounted him. The health and status of the bandit struck are presently unknown.
It appeared from what I could gather from comms chatter that the remaining hostiles were quickly dispatched. Initial reports counted 1 dead enemy combatant and 9 living captives aboard the train. This figure doesnât account for any harm done to riders who did not board the train, to the best of my knowledge.

ADDENDUM: It is the opinion of the missionâs senior officer that the situation regarding POI-B-3047 does not fall under the Prime Directive, as confirmation of the Bolians inhabiting POI-B-3047 did originate from Bolarus IX. Also concerning the level of population living on POI-B-3047 being under 80,000 while having inhabited this planet for at least a minimum of 3,400 years ago based off a very small control group suggests that the population of Bolians living on POI-B-3047 are in dire need of outside assistance for improvement to their quality of life to allow for them to thrive in the future.
It is my official recommendation that the future handling of POI-B-3047 are to be classified as an internal manner for the Quorum of Bole on Bolarus IX, it is also my recommendation that the Quorum of Bole adopt humanitarian aid efforts and uplift the Bolians of POI-B-3047 and integrate their colony into the Federation or at least be granted Protectorate status.

ADDENDUM Away team assisted in having the relic crate beamed aboard the Reyga. As our tricorders and other equipment could not digitally scan the items, we catalogued each visually with plain camera equipment and confirmed we had faithful 3d digital replicas before returning each shard to the crate, resealing it, and returning it to its place on the Daleike train just as it arrived in Harsket.
At this time, our analysis confirms that these pieces visually resemble reports of Preserver technology and artifacts that have been catalogued in previous encounters (e.g. Amerind 2268, Laeânas III). We have not yet successfully reconstructed the original shape of the relic, but we are making decent progress. That said, we are not optimistic that we will learn anything new even if we should put it together, since Preserver technology is infamously opaque to all of Starfleetâs previous attempts to understand it. Nevertheless, we appreciate the opportunity to add to the growing library of knowledge regarding this alien super-race.
All things considered, given our previous understanding that the Preservers did choose to relocate small populations of primitive people to other non-native planets, combined with the knowledge of what we understand regarding the Daleike-Boliansâ genome, the probable explanation now seems quite clear as to how our Daleike-Bolians came to be.
My professional opinion differs from CAPT Nimitz in only one respect: that the Daleike-Bolians, regardless of what hardships and setbacks they have experienced to slow their population growth through today, have now progressed and advanced to the point where their collective survival is all but guaranteed and it is not morally imperative that Bolarus must intercede. This does not mean that they should not be uplifted; only that barring great catastrophe or disaster, they will continue to make progress as an independent civilization.

ADDENDUM At this time, we have been able to reconstruct the original structure that the relic shards were one apart of. The structure most similarly matches the Preserver obelisk on Laeânas III, though there is no base and only the obelisk is perhaps about fifty percent of the size of the Laeânas unit.
Given the away teamâs interactions with specific individuals, we have been able to track their life signs and are able to provide the following update regarding their activity after the train departed Daleike:
- Mr Zelmur, Sheriff Koss, and eight other associates were able to disable and detain twelve individuals that remained guarding Drassikâs mountain âdenâ. They sustained only a few injuries, no casualties.
- Mr Zelmur found that his home â left unguarded because all his men were with him on the raid â had been ransacked, though the individuals had mostly targeted his books after being unsuccessful at trying to open his vault. His guards were able to track down the four individuals responsible, adding them to the total of Drassikâs detained crew. Zelmurâs books were returned to him, intact.

ADDENDUM Iâve been asked to get my recommendation for Daleike on the record, so here it is: I think we ought to leave it alone. These people have been on their own for thousands of years. The life theyâre living is the only one they know. They deserve a chance to find their own way to whatever it is they want to become, rather than having it decided for them by strangers from the stars.
We should put some discreet observation satellites in orbit to keep an eye on their development. We should set up subspace warning buoys on the system periphery to warn off opportunists. And then we should let the Steam Bolians be until such a time as theyâre ready to meet us as equals.

ADDENDUM It is the opinion of this officer and the prevailing opinion of the Heimdall senior staffâdissenting opinions noted from officers CMDR Stirst, LCDR Harada, LCDR Frool, LTJG Thariâthat a policy of general noninterference be adopted for the planet of Daleike. Based on experiences on the ground and collected data and observations, it seems likely that while these âSteam Boliansâ may have at one point been forcibly relocated from ancient Bolarus, they are now a sufficiently independent and stable culture of their own.
Limited firsthand exploration and research was merited under the unique circumstances (i.e. their potential connection to a warp-capable people and Federation member entity) for the purpose of determining the nature and origins of this population. Actions such as non-contaminating aid to the townsfolk of Daleike upon request and consequent recovery of the Preserver obelisk for study are therefore commensurate to General Order 1, Sections 1d and 2.
However, the jurisdiction of the Federation ends there. The Prime Directive does not make exceptions based on species origin alone. It has been determined that this population, while definitively Bolian, is not the result of a lost colony, stranded ship, or otherwise sufficient warp-age endeavor. While a warp-capable third party entity has likely interfered in the development of these people previously, that influence does not constitute a sufficient part of the culture developed as a result to warrant the artificial elevation nor reintegration of said people.
Put plainly, these Bolians appear to have no notion of their warp-influenced origins, nor of their link to the warp-capable Bolians of the Federation, and as such function as an independently developed entity unto themselves. General Order 1 and established precedent is therefore clear on this matter, regardless of our individual opinions; we are not to interfere until this culture can meet us in interstellar travel. We are not out here to dictate the path of the Spirits.
It is the resulting opinion of this officer that the Quorum of Bole be placed in charge of all direct ongoing observations of Delaike and its population, which ought to be maintained pursuant to General Order 1 until it no longer applies.
