OVERVIEW
A specialized branch of the Republic Navy, the Republic Exchange Commission is dedicated to fostering mutual respect and cooperation between the Romulan Republic and its allies. Through the assignment of personnel and detachments to foreign commands, and through the incorporation of corresponding foreign units into domestic commands, all parties involved gain valuable insights and a deeper understanding of their allies. The awareness gained by the Republic Exchange Commission goes beyond operational matters, extending additionally to the advancement of social and cultural understanding between previously disparate peoples.
The Republic Exchange Commission is, itself, divided into two elements. The first is the original Officer Exchange Program. Single officers are exchanged between units of the RRF and one of several foreign powers. These officers integrate completely within their ‘new’ command structures, effectively functioning as direct replacements for their counterparts In addition to providing a unique experience for each involved officer, this exchange also provides an invaluable learning experience for all those around them.
The second element of the Republic Exchange Commission is the Joint Squadron Initiative. This program involves entire starship squadrons being transposed into allied fleet formations. JSI Units work closely with their paired fleets, undertaking all reasonable assignments from the leadership of their paired fleets, while also reporting directly to the regional Commanding Officer overseeing the Squadron and relaying missions and orders from Republic Command.
CHAIN OF COMMAND
Ultimately all RRF Forces report to Fleet Admiral Kererek. The overall Commanding Officer of the Republic Exchange Commission is currently Senior Admiral Tokkra tr’Rehu, based at Republic Headquarters on New Romulus.
All Officer Exchange Program participants report directly to Admiral Tokkra’s office, which delegates authority to the allied unit in which the participant is embedded. Exchange officers are expected to fit seamlessley into their allied command structures and follow all legal and reasonable orders issued by their superiors. In the case of a conflict of interest between the exchange officer’s duty to the Republic and their duties to their allied units, the officer should contact Admiral Tokkra’s office directly for a resolution.
The Joint Squadron Initiative is broken down by area of operation, with Regional Commanders overseeing the squadron operating in their assigned sectors. Each individual starship is assigned to a squadron and reports to its corresponding Regional Commander. JSI starships are to follow any reasonable request issued through the allied chain of command, so long as that that request does not violate Republic regulations or contradict previously issued RRF orders. The Regional Commander has broad authority and should be consulted on any issues or conflicts between JSI starships and the allied units.
The JSI Squadron attached to the Starfleet 38th Fleet in the Aldebaran Sector reports to Wing Commander Miral, stationed on Deep Space 13.
HISTORY
The Joint Squadron Initiative (JSI) began as an independent branch of the RRF, beginning operation in 2412. It was a small organization that was designed to create the opportunities for Republic Fleet officers to work alongside allied officers in joint task forces across the Alpha Quadrant, away from Republic controlled space. Its primary purpose was to create a wider body of shared experience with the current and future generations of senior military officers that would lead to more amicable diplomatic relations. Additionally, it was designed to allow for closer cooperation and reduce the burden of defense between Khitomer-Accord allies in areas where military presence might otherwise be over-stretched. The JSI worked closely with the Republic Deep Space Exploratory Command (DSEC).
Also in 2412, the Republic Exchange Commission (REC) came into being. Starting on the smaller scale of the single-officer exchange program, the REC was able to reach a wide variety of locations across the galaxy while investing minimal resources. In nearly all cases, the program met with overwhelming success. Expansion was quick and relatively painless, and by the following year, whole starships were being exchanged in addition to single officers. By 2414, the REC had set up a number of exchanges in which entire squadrons were exchanged with allied fleets within the Beta Quadrant.
Despite the outwardly similar goals and implementation of the JSI and REC, they each ran into their own troubles along the way. Being far from Republic space, the JSI experienced issues with corrupt or nonexistent leadership and a lack of qualified personnel allocated to the program. Despite its success, the REC was plagued by its lightweight origins. Within a few years of its creation, it had outgrown its own logistics, and found itself in need of a support structure for maintaining its newer, larger, squadron-based operations.
As time passed, it became clear that the Republic’s interests would be better served by supporting a single unified organization in meeting the objectives of both the REC and the JSI. To accomplish this, the two branches were merged. The Republic Exchange Commission absorbed all remaining JSI Units, providing leadership and oversight; in return, all existing REC starships and squadrons were restructured following the guidelines of the Joint Squadron Initiative, providing much-needed structure and organization.
