Subj: Citali Diplomatic Primer
Captains,
I am certain I do not need to stress to all of you how critical and delicate the commencement of diplomatic relations such as we are about to undertake are. However, given the undesirable result of recent such attempts with the Viggo, and the mixed results of our recent conference on the details of this mission—which have been further amended by direct consultation with Admiral Bishop by Captain Sh’ow—I feel it prudent to unify and outline in no uncertain terms our plan of action. Therefore, it is imperative that you review the below outline, and further strongly suggested you familiarize yourselves with the attached relevant files.
We will proceed as follows:

All vessels will depart for Alpha-7190 Sector and rendezvous outside Azedi territory.

Advising captains will assemble aboard the USS Heimdall, which shall be the only vessel to enter Azedi space.

Advising captains will assemble on the Heimdall’s bridge, where hails will be made to the Citali government requesting entrance to the Citali system and the commencement of diplomatic talks.
3a. Unless further specified, all captains will adhere to the following roles and place paramount importance on maintaining speaking discipline so as to avoid confusion and discord, as well as any accidental intimidation.
3b. Myself and Captain Sh’ow will serve as lead negotiators, Captain Thraz will take lead on technological and historical matters, Captain Koniezcko will advise on tactical and administrative matters, Captain Ysjana will advise on social matters, and Captain Vel—by previous request—will remain in a primarily observational and as-needed advisory capacity. -
In the event no contact is made within an hour, we will withdraw.

If invited, advising captains will descend to the surface at a place of the Citali’s choosing. We will not press for this.

We will begin by the establishment of our clear and honest intent, and prioritize inquiry into the exact nature of whatever it is the Citali may want. We have been advised not to make any overtures that can be interpreted as charity and to prioritize a policy of “fair trade”.
6a. Our goals, put simply and in order of importance, are to: establish a dedicated diplomatic channel, keep the Citali from rejoining the New Confederacy of Azed, secure defensive cooperation, and promote relations between Kacan, Ralin, and Citali. We should resist the temptation to overstep the scope of our initial mandate. There will be time for more nuanced diplomacy later should we succeed. -
Among what we can offer, for starters, in exchange for the furtherance of our goals: warp and shield technologies and aid in their installation, materials and aid in construction of advanced scientific facilities, defensive assistance in the form of direct reinforcement from Starfleet vessels (as a reminder, Starfleet policy absolutely forbids the trade of weapons technology), medical aid and supplies such as food and medicine, and—if requested—the return of formerly Azedi wormhole technology.
As a final note, it is my belief that we should not discuss the subject of former Starfleet Admiral Ashkeph, Minari, unless directly prompted to. In which case—as should be our overall imperative—we must cleave to absolute honesty. Let’s do our most sacred jobs and make friends, people. I refuse to be party to the incitement of another avoidable war.
